Job Purpose: Monitoring & Evaluation Officer reports to Program Coordinator and technically to the MEL Manager. S/he will be responsible for all M&E related project actions providing technical M&E support for all sectors with specific attention to data quality and use.  S/he will also ensure that quality data collected is entered into a data platform; data analysis is completed in line with Result-Based Management (RBM) principles and will play a key role in the process of reporting on the progress and impact of the SOS Children’s Villages Uganda – Leave no one behind project to relevant stakeholders. S/he will conduct frequent visits to the field and assess the quality of the project interventions, foster documentation of lesson learning process, ensure understanding and compliance with M&E procedures and provide guidance and coaching to the project team to ensure that the M&E systems meet the needs of projects.

JOB SPECIFICATIONS: PRIORITY TASKS & RESPONSIBILITIES

  • Design the monitoring and evaluation tools and forms for the project as a strategy to collect filed level information required by SOS Children’s Villages Uganda, the project donor and/or stakeholders.
  • Work with the program team to develop a detailed M&E plan for the program based on the project log frame to track progress against agreed indicators.
  • Coordinate the collection, compilation, consolidation and analysis of data to track the project activities, monitor progress, support impact measurement and dissemination of project data and follow up with specific interventions for the utilization of such data.
  • Support preparation of consolidated reports including concise narratives that capture progress against indicators and provide both management and the donor with accurate and user-friendly information.
  • Compile monthly and/or quarterly performance indicator analysis, including generation of reports, lessons leant/best practices as well as presentations for staff related to on-going performance.
  • Perform regular field visits to ensure the quality of data is collected by project staff and to verify the accuracy of the data reported.
  • Participate in the development of the evaluation design, tools, protocols and procedures for the project.
  • Monitor the Performance Management Plans (PMP) for the project and provide key information to management for planning/decision making.
  • Take part in resource mobilization efforts through participation in proposal development with other program staff.
  • Work with other stakeholders to establish referral mechanisms for referring refugees and host communities to relevant service providers.
  • Maintain strong working relationships with all stakeholders – including community leaders, NGOs, UN agencies, and community-based organizations to enhance multi-agency cooperation and coordination.
  • Involve/include community structures in all aspects of planning and implementation monitoring and evaluation to promote and maintain sustainability.
  • Represent SOS Children’s Villages Uganda and participate in relevant sector meetings and other forums.
  • Compile and submit weekly, monthly, quarterly, annual and specific activity reports to the Supervisor

Qualifications, Skills and Experience: 

  • Bachelor’s degree in Statistics, Demography, Economics, Quantitative Economics, Social Work and Social Administration, M&E or related field. A post graduate diploma in M&E, statistics will be of an added advantage.
  • At least three years’ experience in a similar role either in humanitarian or development settings with proven success in implementing M&E systems.
  • Good level of proficiency in Windows Excel, power point and quantitative analysis.
  • Ability to design M&E tools, surveys and evaluations.
  • Experience in continuous quality improvement processes.
  • Experience in data analysis, trend analysis and interpretations.
  • Good report writing skills.
  • Knowledge of the local language and/or Swahili is and added advantage.
