MINISTRY OF ENERGY AND MINERAL DEVELOPMENT NATIONALLY APPROPRIATE MITIGATION ACTION ON INTEGRATED WASTE MANAGEMENT AND BIOGAS PRODUCTION IN UGANDA RECRUITMENT OF AN ENERGY OFFICER ON CONTRACT BASIS

Background:

The Ministry of Energy and Mineral Development (MEMD) in partnership with United Nations Development Program (UNDP) is implementing a Global Environment Facility (GEF) supported a full-size project titled: “Integrated Waste Management and Biogas Nationally Appropriate Mitigation Action (NAMA) in Uganda”. The project aims at production of biogas for electricity generation, providing environmental benefits and reducing greenhouse gas emissions from improper and inadequate management and treatment of wastewater and organic waste in towns, municipalities and agro-processing industry in Uganda. The project combines demonstration and investment in integrated waste treatment and biogas plants in agro-processing industry and selected municipalities. Institutional strengthening, capacity building, and an improved regulatory framework for improved waste management are key deliverables of the project.
In order to implement the above project, the Ministry seeks to recruit one (1) competent, trained and well-motivated person to fill the vacant position of Energy Officer on contract basis. He/she is required to constitute the Project Management Unit (PMU) under the coordination and supervision of MEMD in order to improve project delivery.

Report to: Project Manager

Location: Kampala.

Job purpose:

Support the planning, monitoring and training of project activities, timely delivery of expected outputs, liaise with Project Responsible Partners and local experts and consultants, provide technical inputs during the preparation and revision of the project documents, collects and review data

Duties and responsibilities:

The Energy Officer shall perform the following:

• Support the planning and monitoring of project activities.
• Support training activities for the biogas technicians in selected cities and project sites.
• Support the Project Manager to ensure the timely delivery of expected outputs
• Support the Project Manager in preparation of Annual Work Plans, field reports and quarterly reports for submission to UNDP, Global Environment Facility and government departments as required.
• Collect data (and supplementary data where necessary) on organic quantity and composition of waste streams in preparation for updating Integrated Waste Management Plans.
• Update the greenhouse gas inventory and monitoring, reporting and verification system for emission reductions generated by the project.
• Collect data and prepare field reports needed for the documentation of lessons learnt from project implementation and recommendations to the Project Management Unit for more effective implementation and coordination of project activities.
• Support the Project Management team to collect data needed for Environment and Social Impact Assessments, developing environmental project briefs and conducting scoping activities therein.
• Provide assistance in implementation of the Project’s M&E framework with a review on retrieving verified information on project results and impacts.
• Any other duties as may be assigned from time to time by the supervisor

Person specifications: Academic qualifications:

• The candidate should have at least a Bachelor of Science Degree in Forestry (Forestry or Conservation Forestry and Products Technology or Wood Science and Technology) or Environmental Engineering or Industrial Chemistry or Chemical Engineering: or Agricultural Engineering or Biosystems Engineering from a recognized University

• At least a Certificate in climate change mitigation, greenhouse management or monitoring, reporting and verification of greenhouse emissions is a must have.

Working experience:

• The candidate should have at least 2 years of professional working experience in the implementation of Global Environment Facility supported project activities;
• At least one year of progressively responsible experience in waste management and biogas technology in Uganda
• Experience in the Renewable Energy and Climate Change Mitigation Sectors

Competences:

Strong analytical, report writing and communication skills; good communication skills, both oral and written and good interpersonal skills and team player, results based management and results oriented approach to project implementation, ability to work under pressure and to meet strict deadlines, Demonstrated knowledge and experience in working integrated waste management climate change and renewable energy aspects
