John Snow, Inc. (JSI), a leader in the field of international public health, is currently inviting suitably qualified applicants for the position of HIV/AIDS Counsellors for the USAID-Regional Health Integration to Enhance Services-North, Lango (USAID-RHITES-N, Lango) Project. USAID-RHITESN, Lango will improve the use of integrated health services in Northern Uganda’s-Lango region and strengthen the health system to sustain gains made by earlier projects. USAID-RHITES-N, Lango will contribute to improving key population-based national health indicators; build the capacity of the Ugandan government to carry out a sustainable and locally- driven response to the HIV epidemic, while also improving TB, malaria, nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders to design and implement health system strengthening strategies to scale up high- impact, evidence-based interventions at the national, sub-regional, district, and community levels. Interventions will include VMMC, virtual elimination of mother-to-child transmission of HIV, antiretroviral therapy, and condom education and distribution. JSI will focus where the greatest impact can be realized, with a priority on hard-to-reach and high-HIVprevalence locations. RHITES-N, Lango is a five-year contract. Job Summary

The Counsellor will provide comprehensive psychosocial support services to care givers and patients in chronic care in the HIV clinic, antenatal care/ Mother baby care points and Tuberculosis Units to improve clinical outcomes.

Main Job Tasks and Responsibilities

1.     Support HIV testing especially index testing /APN services specifically providing pretest and post-test counselling, including disclosure to partners and linkage to partner testing services for all eligible clients.

2.     Facilitate linkage to care using linkages facilitators and CSO, and networks for PLHIV

3.     Identify, manage and report on barriers to access care like GBV, stigma, alcohol and substance abuse.

4.     Ensure adequate treatment preparation and address potential barriers to early retention

5.     Provide continuous routine adherence support, including patient and caregiver education, establish and facilitate peer support groups for clients

6.     Monitor retention, track missed appointments and lost clients, and provide intensive adherence support for clients returned to care.

7.     Provide weekly, and monthly reports and quarterly viral load mop up activity reports.

8.     Work with community structures to conduct home visits to clients on ART and TB for adherence support, home-based HIV testing services, and TB screening for household members

9.     Work with clinic teams to ensure appropriate client flow to identify clients eligible for HIV testing, VL, IAC and other services.

10.  Track viral load results and ensure documentation in all tools and ensure filing in client cards.

11.  Ensure that all non-suppressing patients are contacted within one week after receipt of results and IAC is provided to all non-suppressed patients as per guidelines

12.  Ensure that the non-suppressing register and IAC session forms are, up-to-date and correctly filled in both PMTCT/ and ART clinic

13.  Identify and link non-supressed clients to partner testing services and repeat VL when eligible. 14. Participate in switch committee meetings and CQI meetings

15.  Participate in the mobilization and support of communities to offer HIV care, and link communities to other HIV services.

16.  Participate in the drawing and implementation of the clinic work plans.

17.  Facilitate linkages and referral to other community services including OVC services.

Qualifications, Skills and Experience

a)    A minimum of a Diploma in Counselling, nursing, social work and Clinical psychology. A certificate in midwifery will be added advantage.

b)    Short term capacity development courses on HIV counselling is an added advantage

c)    The applicant should preferably have at least a year’s experience in HIV Counselling.

d)    A clear and concise understanding of the psychosocial issues relating to health and illness

e)    Deep knowledge of care planning procedures

f)     Good communication, team building, innovative skills

g)    Knowledge of the local language is desirable.
