GENERAL POSITION SUMMARY:

The Human Resource Assistant is a position that will report directly to the Human Resource Coordinator.  The HRA will work closely with Mercy Corps’ operations, finance teams, as well as program staffs to provide essential support to the Human Resource Function. The Human Resource Officer will be responsible for executing some daily routine Human Resource Tasks and ensure that these are being addressed in a timely and efficient manner.

ESSENTIAL JOB FUNCTIONS:

HUMAN RESOURCES

  1. Serve under the direction of the Human Resource Coordinator to process and properly put on file all daily HR personnel information obtained and any HR correspondences in an efficient and timely manner;
  2. Responsible for raising all field and head office service contracts as maybe requested.
  3. Responsible for ensuring that all HR files and documentation of all staff is current and complete;
  4. Responsible for raising all field and head office service contracts as maybe requested.
  5. Provide technical analysis and support to management and planning process in relation to the budget

HR DATABASE.

  1. Ensures to follow up with the Field Administration Officers on dispatched HR documents

RECRUITMENT

  1. Make offers and support with placement, follow up on new field hires on how they are settling in.
  2. Plan and implement the onboarding process for all staff.

POLICY AND COMPLIANCE

  1. Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals;

PERFORMANCE MANAGEMENT

  1. Support the probationary and annual performance evaluation process by providing adequate notice (2months) for the appraisal process to begin
  2. Follow up on contracting, extensions, renewals for all staff, ensuring timely submission and sign off.

TEAM SUPPORT

  1. Monthly support visits to the administration team upon requests.
  2. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  3. Any other duties that may be assigned from time to time.

Finance & Compliance Management
  1. Ensure compliance with donor and Mercy Corps regulations related to food security programming.

 

Security
  1. Ensure compliance with security procedures and policies as determined by country leadership.
  2. Proactively ensure that team members operate in a secure environment and are aware of policies.

 

Organizational Learning 
  1. WORKS DIRECTLY WITH:   HR department, field Administration Officers, Programs, Operations, and Finance Teams

KNOWLEDGE AND EXPERIENCE:

  • 3+ years plus experience in this similar HR support role.
  • Bachelor’s degrees in Human Resource Management or Industrial and Organization Psychology
  • A high degree of organizational skills using computer-based tools/software with demonstrated attention to details.
  • Strong communication skills including the ability to communicate frequently and effectively in both verbal and written form.
  • Willing to travel upcountry on a monthly basis to support the HR function at the field level.
  • Proven ability to conduct him/ herself professionally under pressure.
  • Previous experience as a full/part time staff with Mercy Corps and demonstrated knowledge of Mercy Corps systems, procedures and program priorities is an advantage.
