Manager economic regulation -Uganda Communications Commission (UCC)
The Uganda Communications Commission (UCC) is a corporate body responsible for regulating and driving the development of a robust communications sector in Uganda. The Commission seeks to recruit an individual with proven skills and competencies to fill the vacant position below to assist the Commission implement its mandate.
Reports To: Head Competition Department: Industry Affairs and Content Duty Station: UCC House Bugolobi
Overall job purpose: To manage, review, and monitor the implementation of frameworks in relation to competition and economic regulation (market, economics, and finance) in line with the mandate of the Commission. Main Duties & Responsibilities 1. To provide support in the development, monitoring, and implementation of the frameworks and guidelines with respect to fair market entry and competition including, setting parameters for measuring and enforcing competition dispute resolution, 2. To design regulation frameworks for cost-based interconnection and other access arrangements, frameworks for service costing and pricing approaches, customer billing and measurement guidelines, and regulatory accounting principles in line with Commission’s mandate 3. To provide support in the Commission’s economic and commercial strategy in license design, appraisal and compliance in line with the Commission’s mandate. 4. To define and monitor the implementation of guidelines for tariff regulation applicable to all communications services including procedures for submission of tariffs, approaches in line with the Commission’s mandate. 5. To provide support in the development of data collection systems as well as an operational reporting framework applicable to service providers to enable effective monitoring and regulation of the market, inform policy formulation and provide inputs to regular publications and reports in fulfillment of the functions of the Commission. 6. To provide international coordination and benchmarking in the management and implementation of market, economics, and regulatory financial issues. 7. To provide support in the development of the criteria for market definition, dominance assessments, and anti-trust investigations for all markets that are regulated by the Commission. 8. To provide guidance on the demand stimulation and forecasting in each regulated market. 9. To prepare regular market/licensee performance and business intelligence reports for financial and economic aspects. Education and Professional Qualifications · A Master’s degree in Economics, Policy Management, or a related field and
Working Experience · Six (6 ) years of working experience, in economic modeling, and tariffs setting of which three (3) years should be in a managerial position of a similar corporate setting.
