The Uganda Refinery Holding Company (URHC) is a Private Limited Liability Company that was incorporated under the Companies Act (2012) as a subsidiary of the Uganda National Oil Company (UNOC). The objective of the URHC is to hold Government’s interest on behalf of UNOC in the oil refinery and associated infrastructure. URHC, in partnership with an investor partner, will design, develop, build, operate, and maintain the Uganda Refinery Project to be located in Kabaale, Hoima District.

URHC now invites applications from persons interested to develop their career with a dynamic results-oriented Company to occupy the following position:

JOB TITLE: MANAGER, TECHNOLOGY AND ENGINEERING

REPORTS TO: HEAD OF REFINERY DEVELOPMENT

JOB PURPOSE: RESPONSIBLE FOR PLANNING AND COORDINATING ENGINEERING ACTIVITIES IN DESIGN, CONSTRUCTION, OPERATIONS AND MAINTENANCE OF THE REFINERY PROJECT. MANAGEMENT SKILLSET SHOULD INCLUDE LEADERSHIP, PROBLEM SOLVING, ORGANIZATIONAL, AND RESOURCE CONTROL SKILLS.

Specific Duties And Responsibilities:

1. Manage the Projects multi-disciplinary engineering team including experienced process, mechanical, electrical, instrumentation, civil and structural engineers.

2. Ensure that projects are designed and constructed in accordance with the company’s engineering guidelines and specifications, industry codes and standards, and regulatory agency requirements to meet necessary functionality and performance requirements.

3. Implement processes and procedures for technical validation and implementation of engineering processes and technologies.

4. Oversee key project phases, processes and performance reports and data analysis including planning project documentation systems.

5. Select design concepts and fundamental technology used for developing new products or improvement for existing ones.

6. Review and analyse technical proposals submitted to determine if these meet the company’s engineering codes and standards.

7. Coordinates technical reviews at the end of each refinery project phase. This includes evaluating technical proposals from subcontractors.

8. Ensure that projects are compliant with URHC’s Process Safety Management program.

9. Work with the Project Controls Manager to ensure that optimal work breakdown structures for all technical works are properly developed, scheduled, resourced and implemented.

10. Develop and/or maintain project technical documents including all design reports, technical reports, procedures, engineering manuals, codes, and standards throughout the project’s life cycle.

11. Ensure that all engineering items required for the project are approved for procurement in accordance with the project specification, schedule, and milestones.

12. Recommends budgets to management, including staff use, technology, facility and equipment requirements or improvements.

13. Selects, develops, trains, and supervises staff assigned to his area of responsibility.

14. Work closely with the Operations, Safety and Environmental functions during all phases of project development and execution.

15. Perform any other duties as may be assigned from time to time.

Qualifications and Attributes:

• Bachelor’s degree (Hons) in either Chemical / Process / Civil / Mechanical Engineering or other relevant degree in Engineering from an internationally accredited institution.

• Master of Science in either Chemical or Process Engineering or other relevant master’s degree.

• A minimum of 8 years of relevant experience in process engineering, operations, or maintenance within a reputable oil and gas company.

• Proven experience in handling/managing large scale refinery or petrochemical projects, modifications, replacements, shutdowns, improvements, and reliability projects.

• Demonstrate strong understanding of Engineering Management especially for large scale midstream/ downstream oil and gas projects.

• Professional Membership with an accredited engineering body is a must.

• Registration with Uganda Engineers Registration Board is added advantage.

• Possess strong understanding of refining economics.

• Demonstrate Health, Safety and Environment Leadership attributes.

• Demonstrate leadership and team building skills, and ability to inspire team members.

• Demonstrate strong problem solving, planning and effective decision-making skills.
