Monitoring, Evaluation and Learning Advisor, (1 position based in Moroto)
Function:
Oversee the Monitoring, Evaluation and Learning function within the project.
Ensure output and outcome level data are collected regularly and captured in a Project Progress Reports and is used to adopt action to emerging needs;
prepare tracking templates to provide weekly, monthly, and quarterly progress reports on agreed targets for project activities and results.

Support data auditing and verification activities to assure internal consistency and validity of project activity monitoring data reported by all districts. Support the interpretation and use of M&E data, through the quarterly district review meetings between the project and the district health Teams.
Supporting mentorship and supervision for HMIS at health facilities, liaise with district biostatisticians to ensure health facilities are supported to report in time and correctly in DHIS2. Regularly identify possible data errors in DHIS2 and flag them for action.
Job Requirements:
Required to have a bachelor of statistics or quantitative economics or related course in quantitative methods.
A masters’ degree in the same field or related postgraduate qualification will be an added value.
At least 5 years’ experience in managing large data sets and building capacity of health staff on data management – entry, aggregation, analysis, reporting and use.
Thorough knowledge of the Uganda HMIS tools and processes including the use of DHIS2, MTRAC and related applications.
