JOB ROLE/ PURPOSE:

Plan and implement HR policies and programmes for effective service delivery

PRINCIPAL ACCOUNTABILITIES 

1. Update all staff leave records and prepare periodic reports to ensure accurate leave records to curtail accumulated financial liability on the Authority

a) Receive and register leave forms

b) Compute leave and file leave forms

c) Communicate to staff their leave balances

d) Update the leave databank (staff accounts, consolidate and make summaries)

e) Generate leave positions for exiting staff and submit to EBM for benefit computation

f) Generate different leave utilization reports

2. Receive new staff support documents and vet them in order to facilitate completion of the recruitment and selection process

a) Issue out bio-data forms and guide staff on how to fill them

b) Verify authenticity of bio-data forms

c) Issue out oath of secrecy and verify signature

d) Solicit, photocopy all academic documents received and deliver to respective awarding institutions

e) Receive and submit invoices to Finance Division for payment

f) Conduct candidate background checks

g) Pick up and photocopy vetting results from the respective institutions of learning

h) Capture bio-data information into soft form

i) Prepare vetting report and submit to Supervisor

3.Implement Management disciplinary instructions and decisions with utmost confidentiality

a) Prepare letters effecting MDC decisions

b) Maintain an up-to-date disciplinary matters file

c) Prepare and issue summons to witnesses and defendants in disciplinary cases

d) Prepare supporting documents for SAC hearings

4. Implement transfer and deployment instructions and maintain an updated transfer history in order to inform staff movement decisions by departments

a) Prepare transfer and deployment letters as per instructions

b) Update transfer and deployment history

c) Prepare monthly and quarterly reports

d) Make periodic transfer history extracts to inform staff movement decisions by departments

 

5. Carry out recruitment and selection activities as allocated to facilitate the speedy conclusion of the recruitment and selection process

a) Prepare draft adverts for vacant positions

b) Prepare short listing schedules

c) Facilitate the shortlisting and interview exercises by providing the files with relevant documents

d) Arrange and call short listing panel members

e) Prepare interview schedules

f) Call candidates and send invitation mails to them for interviews

g) Study and respond to queries raised by applicants through mails, phones and walk-ins

h) Provide secretarial role to the shortlisting or interview panels

i) Prepare draft appointment and deployment letters for successful candidates

j) Receive LC letters, Acceptance letters and passport

6. Develop and follow up dispatch of operational correspondences to stakeholders so as to enhance service delivery and client satisfaction

a) Prepare memos seeking legal opinions on different HR matters

b) Prepare acting and short term employee appointment letters

c) Prepare retirement notices and follow up dispatch

d) Prepare voluntary exits retirement and resignation acceptance letters

e) Maintain an updated short term employee and acting appointment databases

 

Qualifications

 PERSON SPECIFICATIONS

Essential Requirements

a) Honors Bachelor’s degree in Social Sciences, SWASA, Human Resource Management or Industrial and Organizational Psychology or Public Administration

Desirable

a) PGD in HRM, Management

b) Training in Data Analytics

c) Experience in HR practice or administration

Knowledge

a) Labour Laws, HR best practice
