Job Description
The International Rescue Committee (IRC) is an international non-governmental organization founded in 1933. IRC works in 28 countries providing relief, protection, and resettlement assistance to refugees and displaced populations. IRC was registered in Uganda in mid-1998 and implements rehabilitation activities in the sectors of Child and Youth Protection and Development, Economic Recovery and Development, Health and Women Protection and Empowerment. IRC Uganda has a head office in Kampala, field offices in Kitgum, Moroto, Yumbe, Imvepi, Kiryandongo and Kyaka II.
Scope of Work:
Reporting to the Supply Chain Manager, the Procurement Officer is responsible for the efficient coordination and management of procurement functions for IRC’s office in Kampala. He / She must have the ability to rapidly procure Program supplies, services and equipment, whilst ensuring best practices and maintaining audit-compliant records.
Duties and Responsibilities
- Implements and maintains standard IRC procurement policies and procedures.
- Ensures that procurement is carried out in accordance with the IRC and donor-specific policies.
- Attends all the procurement committee meetings.
- Coordinates with Finance, Admin and Program departments to ensure integrated internal controls, timely payment of vendors and up to date auditable documentation.
- Ensure that a transparent and responsive procurement process is implemented and maintained.
- Maintains communication, coordination and planning with the relevant requesting staff / Programs concerning the order and delivery of supplies.
- Ensures that all supplies, services and equipment required are delivered in time.
- Establishes and maintains ethical, professional working relationships with suppliers.
- Maintains up to date supplier information for regularly purchased items and keeps advised of current local market conditions.
- Supports and provides appropriate trainings for procurement and program staff as need arises.
- Manages and supervises Procurement staff (Assistant etc.)
- Advises the Supply Chain manager of procurement-specific issues and/or improvements.
- Performs any other duties or tasks assigned or delegated by the Supply Chain Coordinator.
Expected Deliverables:
- Provide timely, standard monthly reports to the Supply Manager.
- Generate and maintain an IRC MPA/MSA Vendor database.
- Generate and maintain comprehensive price lists for goods, services and equipment purchased by IRC and share them with all field staff on weekly basis
- Produce routine cash or payment projections for Supply Chain Manager and Finance.
- Make sure the BvA system Purchase Requests are accurately tracked and updated to help in generating the right BvA
- Produce routine purchase status reports for Supply Chain Manager, Programs and Finance.
- Maintain the IRC Purchase Request Tracking & Metrics system and submit routine reports to the Supply Chain Manager.
Qualifications
- Bachelor’s Degree in Procurement and Logistics Management or an equivalent in any related field of study
- Minimum three (3) years’ work experience in procurement with at least one year in a supervisory role
- Good knowledge of generic procurement procedures and practices with familiarity of major donor and local regulations/laws (NGO or IRC experience is an added advantage).
- Holder of a valid drivers’ license
- Proficiency in English (ie both oral and written)
- Good computer Knowledge in Microsoft word and excel especially spreadsheets
