Job Purpose: The Program Officer (Livelihood) will be responsible for planning, coordinating and leading the implementation of activities aimed at improving the economic status of families in the refugee camp and their host communities as well as maintaining and developing sustainable livelihoods initiatives. Under the supervision of the Program Coordinator, the person will be responsible for planning, coordination, implementation, monitoring and reporting of the livelihoods strategy and related project activities. Strategies should drive towards empowerment of the various refugee and local groups and improve access to basic rights around livelihoods
JOB SPECIFICATIONS: PRIORITY TASKS & RESPONSIBILITIES
- Implement and monitor on-going livelihood activities/projects for refugees and host communities in line with UNHCR policies, mainstreaming gender, age and diversity- to ensure their timely and effective implementation.
- Coordinate the implementation of the project components/activities with other NGOs/partners.
- Conduct livelihoods assessments including market analysis, socioeconomic assessments, institutional mappings, etc.
- Review existing livelihood activities, training components, etc. based on the market survey findings and skills in demand in the market.
- Support provision of funds to refugee groups to start Income Generating Activities.
- Mobilize and sensitize refugees’ communities on livelihood issues and facilitate them to take individual and or group decision on improving their livelihoods.
- Organize and manage trainings group discussions, and other participatory engagements to ensure ownership and decision making in planning and implementing specific livelihood activities, with a view to empower refugees and local host communities.
- Mentor and train identified refugees and host communities in business / entrepreneur and financial literacy
- Support the process for establishing and organizing youth sharing forums in the refugee camps and the host communities.
- Support refugees and host communities to develop and implement business plans for selfreliance.
- Conduct site visits and assessment of groups before releasing IGA funds
- Support and advise refuges and host communities on coming up with groups and their management.
- Ensure an inter-agency coordination mechanism on livelihoods is established and functioning
- Responsible for networking with other private and public livelihood institutions for external livelihood opportunities.
- Represent SOS Children’s villages Uganda and participate in relevant sector meetings and other forums
- Support awareness campaign and prevention of Covid 19 in the refugee settlement.
- Compile and submit weekly, monthly, quarterly, annual and specific activity reports to the Project Coordinator.
Qualifications, Skills and Experience:
- Bachelor’s Degree in Business Management, Business Administration, Agribusiness and Rural Development or any business-related course
- Post graduate qualifications in micro-lending or any business management course will be an added advantage
- Experience in local economic development or employment services or microfinance or poverty reduction.
- At least four years relevant work experience in a similar role
- Proficiency in English is required.
- Knowledge of the local language and/or Swahili is and added advantage
- Ability to ride motorcycle, with a valid rider permit
