Job Title: Project Procurement/ Logistic Officer (1)

Reports to: Principle Procurement officer

Job purpose: Responsible for the procurement. The role is to support the Project Procurement/ Logistic Officer in providing Procurement service to the project, through coordinating the work of team staff.

Key Duties and Responsibilities

1. Development of important strategic documents as the procurement plan

2. Liaising with end users and compiling all procurement requirements of the Project. This
will include:

(i) Supporting the program officers in determining their procurement needs.

(ii) Collecting project procurement and disposal requirements

(iii) Composing concrete “requests for proposals” and submitting to senior management for approval

(iv)Working with PDU on Calling for “expression of interest” for supply of goods, works or services.

3. Guiding the suppliers on procurement procedures for Project. This will include:

(i) Sourcing out for supplier(s)
(ii) Facilitating bid conference and/or meetings
(iii) Facilitating bid evaluation
(iv) Selecting appropriate supplier(s) where necessary
(v) Drafting and submitting to Contracts Committee “terms of reference” for awards implementation

4. Verifying documentation relating to procurement and organizing the documentation for easy use for all interested parties. This will include:

(i) Drafting bid documents
(ii) Supporting Internal Audit in verification of procurement documentation
(iii) Submitting procurement reports to Contracts Committee

5. Liaising with the Accounts Department to ensure availability of procurement funds and timely payments to suppliers

(i) Supporting the end user programs in initiating requests for goods, works or services
(ii) Providing relevant procurement documentation to Accounts Department and Internal Audit on a timely basis

6. Ensuring that the necessary MOH-CDC-CoAg project procurement documentation is in place and properly utilized.

(i) Providing timely advice to the Head PDU, the Contracts Committee and the Senior Management Team on all matters pertaining to procurement
(ii) Developing appropriate systems, procedures and guidelines for the Procurement Unit and Contracts Committee
(iii) Acting as Secretary on procurement meetings where there may be need
(iv) Writing procurements reports and giving weekly updates.

7. Performing other duties as may become necessary for the smooth running of the Program or Project as a whole.

a) Ensuring that procurement documentation is properly compiled and utilized.
b) Ensuring that suppliers and end users are properly guided on procurement procedures.
c) Ensuring timely payment to suppliers.
d) Ensuring procurement requirements are compiled on time.

Person Specifications

e) Academic Qualifications

 Relevant University Degree in Procurement and Supplies Management or related fields from a recognised University/Institution.

 Professional qualification in procurement specifically CIPS will be of an added advantage

f) Experience

 At least (4) four years of experience in working with government procurements or large and complex organization

 Experience in procuring cycle, government procedure and PPDA

Competences

 A good understanding of government procurement systems and data PPDA Act.
 Knowledge of Procurement guiding policies.
 Ability to pay attention to details.
 A team player, dependable with good analytical skills.
 Ability to work to a high degree of accuracy.
 Good communication, presentation and negotiating skills.
 A willingness to keep up to date with developments in technology.
