In Uganda, ZOA has offices in Kampala, West Nile (Arua), Acholi (Nwoya), and Karamoja (Amudat). ZOA Uganda works both in relief and recovery on the themes of food security & livelihoods, WASH, primary/accelerated/vocational education, and conflict management with a special focus on land security.

ZOA is looking for a:

Senior Project Officer – Education / MEAL

The Senior Project Officer Education / MEAL, with support from the Project Manager, is responsible for the day to day planning, implementation of activities and Monitoring, Evaluation and Learning (MEAL) under the specific ZOA project(s) assigned to him/her.

Project specific

  • Has high level of integrity and ensures child safeguarding and protection in planning and implementation of all project activities and pro-actively monitors and reports (potential) concerns in line with ZOA’s Integrity Framework;
  • Ensures high-level implementation of education activities and ensures the project builds upon achievements of the Education Cannot Wait (ECW) funded Harvest Opportunities for Pupils in Emergencies project in 2019-2020;
  • Actively contributes to (MEAL) capacity building of colleagues and local implementing partner PALM Corps and pro-actively coordinates with other ECW Consortium partners;
  • Responsible for supporting strengthening of the MEAL system , data collection and monitoring and ensuring quality implementation of project interventions
  • The SPO Education/MEAL will divide his/her time between MEAL (50%) and implementation of activities (50%).

Main activities

Tasks, responsibilities, results

General

  • Monitors and implements project activities in line with the project proposal and implementation plan; to achieve optimal project outputs and outcomes in line with ZOA/donor procedures and targets;
  • Strengthen capacity of project/program team in conducting result oriented basic monitoring and evaluation approaches;
  • Accounts timely for executed project activities in line with and according to relevant ZOA policies and guidelines;
  • Ensures project outputs are consistent with project proposals, log frames /result frameworks and in line with quality standards and country policies;
  • Oversees and ensures implementation is in line with standards and policies of both ZOA and Government of Uganda;
  • Any other duty as assigned by the supervisor in line with the project.

Reporting

  • Provide inputs to implementation plans and activity/monthly reports;
  • Identify, document lessons learned and best practices;
  • Prepare and submit well written success stories;
  • Contribute to project reports or implementation plans as required by supervisor;
  • Collect monitoring data according to ZOA’s systems and activities in the project;
  • Actively participate in (technical) working groups and coordination meetings.

Competencies

Knowledge & Experience:

  • Degree or Diploma in Development Studies, social sciences, Education, statistics, economics or other related relevant field;
  • Background in education and/or Monitoring and Evaluation;
  • At least 2 – 3 years of successful experience in a similar position implementing related projects;
  • Excellent facilitation, communication skills and writing ability;
  • Experience in education projects and ASER/EGMA/EGRA tools and INEE standards is an added advantage;
  • Understanding of the local context, culture, and language(s);
  • Experience with implementing projects funded by institutional donors is an added advantage;
  • Having worked in a project in collaboration with a partner is an added advantage;
  • Excellent spoken and written command of English.

Skills:

  • Good communication, writing and facilitation skills;
  • Innovative, creative and enthusiastic;
  • Good computer skills: Ms Excel and Ms Word;
  • Ability to design data collection tool both paper based and Mobile based form (Kobo);
  • Self-motivator, able to work with limited supervision;
  • Ability to drive a motorcycle with valid driving/riding license.
