TITLE: Survey consultant for the farmer-training impact evaluation study in Northern Uganda

Job Description
International Food Policy Research Institute (IFPRI), under its research project “Introducing Market-oriented Horticulture Farming in Refugee Hosting Areas of Uganda: An Intervention that Builds Resilience against Emergency” that is funded by the Government of Japan, is conducting an impact evaluation of farmer trainings that will be implemented in refugee-hosting areas in Adjumani District, West Nile in Uganda in 2021. The evaluation exercise aims to assess the impacts of training on various aspects of market transactions by farmers, such as sales, prices, crop loss and waste, and quality-enhancing behaviors, as well as on-farm productivity, through the baseline and follow-up surveys of approximately 40 farm groups and 800 member farmers.

IFPRI is seeking a qualified consultant or survey team to prepare and conduct these surveys, as well as provide support for the training intervention, between May 2021 and March 2022. The consultant will assist the IFPRI team in listing respondents for the baseline survey, and lead the pretesting of the survey questionnaire, translating of the questionnaire from English to local languages, programing of CAPI questionnaire, training of enumerators on the survey questionnaire and the data collection for both baseline and follow-up surveys. The survey consultant also assists securing necessary approval from the local Institutional Review Board (IRB) in Uganda. The survey consultant will also facilitate IFPRI team for training implementing. The position is based in Uganda.
Scope of work
- Facilitate the acquisition of IRB approval from Ugandan institutions
- Pretest, review and translate the baseline and follow-up survey questionnaires
- Convert paper questionnaires to CAPI questionnaire
- Conduct listing of respondents
- Conduct training on the survey questionnaires for survey supervisors and enumerators
- Conduct baseline and follow-up survey interviews, data quality check and data cleaning
Required qualifications of the consultant / survey team leader
- Demonstrated experience conducting field work and survey work in Uganda within the past 5 years
- Demonstrated experience conducting survey-related trainings
- Excellent interviewing, investigation, and probing skills.
- Experience in building trust and good relations with interviewees and communities.
- Excellent communication and interpersonal skills.
- Experience in working with Ugandan IRB institutions
- Proficiency in English and Swahili.
Preferred qualifications
- Demonstrated experience in coordinating activities in the field.
- Demonstrated experience in effective interaction and coordination with collaborators and project partners.
- Experience in agriculture, rural development, nutrition, and/or food security field.
- Experience with data entry and CAPI software packages
- Proficiency in additional local languages in West Nile subregion of Uganda, other than English or Swahili.
