Organization details
The Global Compact on Refugees and its Comprehensive Refugee Response Framework (CRRF) set out new ways of responding to situations of forced displacement. Together with national governments, UNHCR is facilitating the implementation of these frameworks with the aim of enhancing international burden- and responsibility-sharing and developing long-term solutions for protracted refugee situations. Uganda currently host around 1.4 million refugees and is at the forefront of piloting the CRRF by integrating refugees into national development planning and service delivery. CRRF implementation in Uganda is overseen and coordinated by the CRRF Steering Group co-chaired by OPM and MoLG and comprising of stakeholders from government entities, UN bodies, humanitarian and developments partners, refugee and host community representatives, and civil society. The Steering Group is technically supported by the CRRF Secretariat. The majority of Uganda’s refugees live in settlements in rural areas of the country. In line with the CRRF Guiding Paper on District Coordination, District Local Governments have taken on increasing responsibilities in refugee integration over the past years. As part of Germany’s commitment to support the implementation of the GCR in Uganda and in addition to CRRF support at sector level, SUN-GCR works with the GoU and UNHCR in two key areas: CRRF knowledge management and district engagement in CRRF processes and decision-making. The project component in Uganda is linked to the programme “Water Supply and Sanitation for Refugee Settlements and Host Communities in Northern Uganda” that is implemented jointly by GIZ and the Ministry of Water and Environment (MWE). GIZ looking for a Technical Advisor – District Engagement to support in the implementation of its programme in Kampala.

Knowledge, Skills & Competences
- Excellent understanding of the refugee response and the related institutional framework in Uganda incl. CRRF coordination.
- Demonstrated knowledge of development planning and coordination structures at district level; experience in working in and/or with local governments.
- Strong communication skills, ability to network and build professional relationships in complex multi-stakeholder environments.
- Excellent facilitation and presentation skills.
- Strong analytical and writing skills.
- Very good team player and ability to work in international teams.
- Excellent computer literacy incl. MS Office (especially Word, Excel, PowerPoint) and tele-working tools such MS Teams, WebEx etc.
- Excellent command of both spoken and written English language.

Technical Advisor- District Engagement will be in charge of:
Advising and strategic steering
- Provide strategic advice to the CRRF Steering Group, the CRRF Secretariat and Ministry of Local Government on district engagement and coordination in the framework of the CRRF.
- Contribute to implementation of district-level milestones in the CRRF National Plan for Action, the CRRF Guidelines on District Coordination and other CRRF strategies.
- Support CRRF Secretariat and MoLG to review, adapt and monitor Guiding Paper and District Coordination Road Map.
- Support CRRF stakeholders to develop and implement mechanisms to ensure effective DLG representation at CRRF Steering Group level.
- Facilitate (horizontal) knowledge exchange and learning across DLG and support capacity development for district representatives.
- Work closely with CRRF DPG Sub-Group (and GIZ CRRF projects) to harmonize district-level support and ensure partner alignment with CRRF strategies and plans.
Cooperation & knowledge management
- Closely collaborate with GIZ SUN-CRRF District Information Management Advisor in West Nile, the Global Programme SUN-GCR and the GIZ WatSSUP Team in Kampala, Lira and Arua.
- Initiate and participate in knowledge transfer between project, external consultants and GIZ Uganda.
Project representation
- Internal representation of the project within GIZ WatSSUP Programme, the Global Programme SUN-GCR as well as within GIZ Uganda where needed.
- External representation of the programme, including among key government and donor partner platforms.
- Representation of the programme in coordination meetings.
- Represent the interests of GIZ and the programme in external sector meetings, networks and consultations.
- Support and contribute to reporting, monitoring and evaluation as needed and requested by the Head of Programme.
Other Duties/Additional Tasks
- Foster the documentation and publication of lessons learnt from the project activities.
- Regularly update GIZ Refugee Task Force on challenges and priorities in district coordination and support reporting to GIZ HQ and BMZ.
- Foresight and planning for the future of the programme beyond the current programme cycle.
- Performs other duties and tasks at the request of management.
Qualifications
- Master’s degree in Social Sciences, Political Science, Public Administration, or International Relations.
Details of experience
- At least 5 years of professional experience in the field of Local Governance, Refugee Assistance, and/or Development Cooperation.
- Experience working with Local Governments, Decentralization and/or Capacity Development at Sub-national level, preferably in Refugee or other Humanitarian settings.
