Background
The Ministry of Water and Environment in collaboration with the Ministry of Agriculture, Animal Industry and Fisheries and; Uganda National Meteorology Authority is implementing a wetland restoration project in Eastern and South-western Uganda entitled “Building Resilient Communities, Wetland Ecosystems and Associated Catchments” Project. The USD 44.262 million project is funded by the Green Climate Fund, Government of Uganda and UNDP for 8 years starting 2017 to 2025.
The project is comprised of three components namely: –
• Restoration and management of wetland hydrology and associated catchments
• Improved agricultural practices and alternative livelihood options in wetland catchments
• Strengthening access to climate and early warning information to farmers and other target communities.
In order to ensure effective implementation of the project, Ministry of Water and Environment is seeking to recruit a Project Technical Advisor that will support the Project Implementation Team in the planning, implementation, reporting and monitoring of day-today activities.
The position holder will work as a Technical Advisor and report to the National Project Coordinator on day to day project management and UNDP Team Leader, Nature, Climate change and Energy on all contractual obligations.
Duties and Responsibilities
- Recommend clear institutional implementation structures and mechanisms to ensure improved coordination, planning and reporting among the stakeholders, in the project, implementation at District Local Governments, Regional Offices and participating Civil Society Organizations;
- Provide strategic guidance on project implementation, to facilitate enhanced delivery, tracking change and impact of the project
- Prepare resource mobilization strategies and fundable project proposals to support funding gaps;
- Review and recommend improvements in the implementation of the monitoring and evaluation framework for the project.

- Develop guidelines for strengthening coordination and linkages between the project and its stakeholders
- Assess, analyze and make recommendations on “best practices” to improve the performance and delivery of project interventions and targets
- Spearhead the collation and preparation of the project lessons learnt publication
- Identify strategic dialogue, policy and strategic issues for the project for discussion in the Project Steering Committee and Project Management Unit.
- Participate in project review
- Support preparation of Annual Performance Reports
- Develop strategies on how non-state actors such as Non-Governmental Organizations and Private Sector with stakes in the sub-sector can be strengthened and coordinated;
- Identify relevant policy studies that need to be undertaken to address key issues in the project and prepare TORs.
- Conduct technical review of existing documents including consultancy reports on the project to identify factors that influence accelerated performance of the project and provide advice to the sub-sector
- Advice on the operationalization of fiduciary mechanism within the project

Technical Competencies:
- The Technical Advisor will be an experienced professional with a demonstrated track record providing technical support and policy advice to projects/ programmes in the area of Climate change, natural resources management, nature based solutions/ livelihoods and capacity development;
- S/he has extensive experience in advising government officials in appropriate policies, strategies and systems that can be institutionalized and sustained;
- Recent and extensive experience in project and staff management;
- S/he has high-level interpersonal skills and is able to negotiate with Government and non-governmental organisations;

Required Skills and Experience
- An advanced degree in Environment and natural resources management.
- Minimum 10 years of demonstrated working experience with 5 years of practical working experience in the field of wetlands, agriculture and climate change in the sub-Sahara Africa.
- S/he should have a strong understanding of and experience in implementing wetlands programmes, development programmes, Smart agriculture and Climate change in Africa.
- Should have experience in working with Government agencies and development partners.
- Should have strong knowledge on gender and socio economic issues in the wetlands.
- Should be fluent in both written and oral English
- Should have ability to work in multi-sectoral setting.
- Should have strong interpersonal and leadership skills and strong team spirit and a degree of proactivity
- Should have demonstrated ability to work with large teams processes
