Scope of Work for a short-term independent contractor (STIC) to provide rapporteuring services for UWA regional consultation meetings for developing regulations/guidelines to operationalize the Uganda Wildlife Act 2019
The USAID/Uganda Biodiversity for Resilience (B4R) Activity supports community wildlife conservancies and protected area management while promoting market-based solutions, including nature-based tourism and other conservation enterprises, to improve stewardship of the natural resources necessary to sustain Uganda’s economic development.
Objectives of the consultative meetings:
- To solicit for views that will form the regulations/guidelines content.
- To promote participation thus deepen governance regarding the process of developing the regulations/guidelines
- To come up with regulations/guidelines that are widely acceptable
- To work towards achieving citizenry ownership of the whole process
The tasks, deliverables, and timelines are detailed below.
Specific Tasks
- Take notes of the proceedings regarding topical issues discussed and arrived through consensus in the four regional consultative meetings that will serve as regulations/guidelines content i.e. (Kitgum, Gulu, Mbarara and Nakapiripirit)
- Take notes during a three day working sessions for merging the solicited for views in the four regional consultations workshops for each regulations/guidelines (in Jinja)
- Compile the topical issues discussed and arrived at through consensus into the regulations/guidelines development process content as a report for submission
- Prepare and submit a brief regional consultative meetings report.
Deliverables:
- A compiled agreed upon regulations/guidelines development process content arising from the regional consultative meetings
- A completed regional consultative meeting report with major highlights and follow up actions from the deliberations.
- Compiled merged views for each specific regulation/guidelines
Activities and duration
I propose 14-man days of rapporteur work as follows:
- 2 man day preparation: to discuss and understand the task with the Governance advisor, UWA technical team, gather any necessary materials, and review the draft regulations/guidelines that will be subject of discussions and any last minute preparations for the meetings.
- 6 man-days for actual work of taking notes during the proceedings
- 4-man days of travelling to the regions and travel back to Kampala
- 4-man days of reports writing.
Required Skills and Qualifications:
- Extensive and advanced technical expertise and experience in taking notes for high level meetings, technical meetings, workshops, seminars, and conferences.
- Master’s degree in a relevant field.
- At least five years’ experience in being part of working meetings by taking notes or facilitating meetings
- Superior English written and verbal communication skills, including expertise writing and editing reports and communications products for a USAID and US Government audience.
- Sufficient knowledge of local political and cultural contexts and operating environments.
- In-depth understanding of related USAID supported projects
