The World Health Organization (WHO) is seeking a dedicated and skilled Communications Officer to join its team in the Jerusalem Office, playing a crucial role in amplifying health messages and promoting vital work in the West Bank and Gaza (oPt). This is a temporary appointment (NO-B Grade) until December 31, 2025, with the possibility of extension, offering a unique opportunity to contribute to global public health efforts on the ground.
The primary objective of this role is to bolster WHO’s effective country presence, ensuring its cooperation strategies align with Member States’ health development agendas and harmonize with United Nations country teams. Within the framework of the WHO Health Emergencies Incident Management System (IMS), the Communications Officer will be instrumental in crafting and delivering a comprehensive communication strategy, highlighting critical health needs, and showcasing WHO’s impactful work in emergency prevention, preparedness, response, and recovery.
Key Responsibilities: Making a Visible Difference
Reporting to the External Relations / Communications Officer, the incumbent will undertake a variety of essential duties:
- Strategy and Advocacy: Support the development, implementation, and evaluation of a robust communication and advocacy strategy for the WHO Office for West Bank and Gaza (oPt).
- Partnership and Coordination: Foster strong communication partnerships by coordinating with the health sector and other partners, representing the health sector in UN communication teams, and supporting national and local health authorities.
- Content Creation & Promotion: Drive attention to health-related subjects across various technical programmes in oPt, identifying topics of interest, and promoting WHO’s role in country response operations. This includes providing assistance in planning and developing content for diverse audiences, from policymakers to healthcare workers.
- Information Dissemination: Map information products for various audiences, coordinate regular bulletins and situation reports, and ensure effective dissemination through press, web, social media, audio-visuals, and other platforms.
- Public Health Campaigns: Develop and implement relevant public health campaigns within technical programmes (e.g., NCDs, health sector reforms), including message development, material creation (written and multimedia), dissemination, and follow-up.
- Media Relations: Support the organization of press exposure opportunities, including briefings and field visits, while establishing and maintaining strong relationships with media representatives.
- Risk Communications: Develop and disseminate crucial risk communication messages to targeted audiences using effective channels and trusted influencers.
- Visibility and Reporting: Ensure proper visibility of WHO’s collaborative work, contributing to newsletters, arranging press briefings, utilizing organizational emblems appropriately, and producing communication products on results.
- Emergency Support: Act as the country communication focal point during acute health emergencies as needed, providing critical support.
Who Should Apply?
Candidates for this pivotal role must possess:
- Education: A university degree (Bachelor`s level) in communication, public relations, or journalism, or a related field, is essential. An additional university degree in these fields is desirable.
- Experience: A minimum of 2 years of professional experience with demonstrated skills in information sharing, communication activities, media relations, and message development is required. Proven experience in producing engaging written materials like brochures and reports is also essential. Prior experience in health communications and/or working with international organizations is desirable.
- Skills: Essential skills include expert knowledge of standard office software, excellent computer, IT, and multimedia skills (including internet, Web, PowerPoint, photography, and video experience). Full proficiency in professional multimedia software such as Final Cut Pro X, Adobe Premiere Pro, Adobe After Effects, Adobe Photoshop, Adobe Illustrator, and Adobe Audition, along with videography and photography skills, is highly valued. Candidates should also have excellent drafting, formulation, and reporting skills, creative thinking, high visual intelligence, and knowledge of brand and design methodologies.
- Languages: Expert knowledge of English and Arabic is essential.
Contract and Remuneration
This temporary appointment falls under Staff Rule 420.4, with a contract duration until December 31, 2025, and a possibility of extension. The primary location for this full-time role is Jerusalem, under the EM_PSE WHO Representative’s Office, Palestine.
Remuneration for this Grade NO-B position comprises an annual base salary starting at ILS 269,618 (subject to mandatory deductions for pension contributions and health insurance, as applicable), in addition to 30 days of annual leave.
