Overview

Oxfam is seeking a qualified remote consultant to lead an evaluation of the Kilimanjaro Initiative Campaign (2016–2025)—a decade-long effort to advance rural African women’s land rights. The consultancy will produce a comprehensive light-touch review assessing the initiative’s impact, challenges, and future direction, with the goal of informing a potential second phase of the campaign.

Background: The Kilimanjaro Initiative

Launched in 2012 and mobilized across Africa by 2015, the Kilimanjaro Initiative was born out of a grassroots demand for equitable access to land and natural resources for rural African women. It grew into a powerful advocacy platform culminating in a symbolic ascent of Mt. Kilimanjaro in October 2016, where the Charter of Demands on women’s land rights was proclaimed.

This landmark moment united women from 22 African countries, supported by regional caravans and the Pan African Rural Women’s Council. The Charter has since been recognized by the African Union and serves as a formal record of rural women’s aspirations for land rights and socio-economic justice.

Purpose of the Consultancy

Ten years after the Mt. Kilimanjaro assembly, this evaluation will document the campaign’s legacy, understand its influence on policy and community practices, and assess how it has empowered rural women across Africa. The findings will shape the next phase of advocacy to further women’s land and natural resource rights on the continent.

Consultant Responsibilities

The consultant will undertake a desk-based evaluation enhanced by stakeholder interviews, multimedia documentation, and the inclusion of non-written or creative forms of knowledge, including Indigenous perspectives and oral histories.

Key tasks include:

  • Engage with stakeholders via calls/interviews to gather insights.
  • Review documents, media, and records relating to the Kilimanjaro Initiative.
  • Compile and finalize all documentation and submit it in publishable formats.
  • Provide strategic recommendations for a second phase of the campaign.
  • Submit supporting materials such as audio-visual recordings as applicable.
  • Ensure the campaign’s impacts are captured in both formal and informal expressions of change.

Deliverables

  • A final evaluation report (publication-ready) documenting achievements, lessons learned, and challenges.
  • Recommendations for future strategy and campaign focus.
  • Creative and oral evidence collected (e.g. videos, audio clips, testimonies).
  • All data and intellectual property shared with Oxfam upon completion.

Consultant Profile

Oxfam is looking for an experienced consultant or consultancy team with:

  • Demonstrated experience in conducting advocacy or movement-based evaluations.
  • Familiarity with gender justice, land rights, or rural women’s empowerment in Africa.
  • Cultural sensitivity and experience working in multi-country and multicultural settings.
  • Strong analytical and writing skills; ability to incorporate diverse forms of evidence.
  • A portfolio or previous examples of similar assignments (to be submitted with the application).
