This Opportunity: 
The Uganda Health Activity (UHA) aims to increase access to and use of quality healthcare services and improve the performance of the health system at subnational levels in priority districts. Intended high-level results include: Improved access to and use of quality maternal, newborn, and child health (MNCH); family planning/reproductive health (FP/RH); nutrition; and water, sanitation, and hygiene (WASH)/infection prevention and control (IPC) health services at facility- and community-levels; Enhanced local ownership and leadership for sustainable health outcomes; Strengthened health system resilience at the regional-, district-, and community-levels; UHA will also strengthen the capacity of local PEPFAR implementing partners (IPs) to lead and sustain the epidemic response as part of sustainability efforts.

The Uganda Health Activity is an anticipated project, and the positions are contingent upon award from USAID.

Palladium is seeking long-term candidates to serve as technical experts for the Uganda Health Activity in the following areas:

  • MNCH
  • FP/RH
  • Nutrition
  • WASH at the facility and community levels
  • IPC
  • HIV/AIDS,
  • community engagement
  • capacity building
  • health financing
  • human resources for health (HRH)
  • health quality improvement (QI)
  • health service delivery, youth/gender, and/or HSS

Reporting and Supervision: 
Technical Experts will report to the corresponding Technical Objective Lead

Primary Duties and Responsibilities:

  • Technical expert will provide overall technical contributions in their respective Technical Area of focus.
  • These positions will also assist coordination among USAID, donors, other health IPs, and numerous Government of Uganda (GoU) institutions and representatives, particularly at the regional and district levels for integrated health service delivery activities.
  • Assist overall technical guidance and direction to ensure that work plans and activity tasks are technically compliant with USAID, GoU, and internally recognized standards and protocols.
  • Assist project programmatic and financial reporting.
  • Perform other related duties and responsibilities as assigned.

Key Competencies Required: 

  • Advanced degree in related field.
  • At least 5 years of experience in relevant technical area in a similar context.
  • Previous experience working in Uganda as an advisor or staff member.
  • Experience and expertise in above-mentioned technical areas.
  • Ability to effectively interact and collaborate with a broad range of stakeholders in the public and private sector, other donors, academia, and other key stakeholders.
  • Excellent interpersonal skills, the ability to communicate both verbally and in writing in English, and the ability to make technical public presentations.

Professional Expertise/Competencies Preferred: 

  • Nationals of Uganda are strongly encouraged to apply.
  • Previous work experience in East Africa strongly preferred.
  • Existing relationships with Ugandan stakeholders a plus.
