Hanns R. Neumann Stiftung Africa (HRNS Uganda) supports smallholder families in Uganda to take a proactive role in shaping their lives in an informed and self-determined way. Our approach combines the development of advanced agricultural practices, appropriate farm and household management strategies, adaptation to climate change, and member-oriented farmer organizations. Gender equality, intergenerational dialogue, skills development, and entrepreneurship for young people are vital in all our activities. As a result, smallholder families are driving prosperous development of their livelihoods for themselves and their communities.

Since 2005, we have supported more than 80,000 coffee growing households in 17 districts.

To complement our dynamic and dedicated team, we are looking for an experienced development professional to take up the role of Chief Operations Manager / Deputy Country Manager.

About the Position

The objective of the position is to oversee the management of all projects implemented by HRNS Uganda at all stages of the project cycle and to ensure that project goals are achieved in an efficient and cost-effective manner. Furthermore, you will support the strategic development of HRNS Uganda’s operations and deputise the Country Management. You will be working closely with the project teams in the respective field offices as well as with the coordination team and Country Management in the Country Office in Kampala.

Your Tasks

1.     Project and Strategic Management –          Support the strengthening of HRNS Uganda operations

–          Contribute to the management, supervision, and coordination of the HRNS Uganda operations, i.e.

–          Support fact finding missions, needs and feasibility assessments.

–          Support and guide the development of project concepts and proposals incl. financial proposals, Theories of Change and Logframes.

–          Provide leadership and technical support to Project Managers and Field Operations Managers.

–          Participate in strategic planning processes

2.     Finance and Administration

 

–          Review fund requests and check for consistency and availability of funds.

–          Participate in budget review meetings, provide updates on project performance and prepare quarterly financial forecasts.

–          Review and consolidate operational budgets for annual business plans.

–          Support in monitoring compliance of field teams.

3.     Partnership Development, Networking, Fundraising –          Maintain communication with relevant partners and donor organizations.

–          Participate to sector events and establish networks and partnerships

–          Participate in experience sharing and capacity building with other HRNS offices.

–          Support external consulting missions and evaluations.

–          Monitor the operational environment and inform about significant changes affecting project implementation

–          Represent and promote HRNS UG with the objective of fundraising

–          Support the establishment of sustainable linkages between the farmer organisations and service providers

4.     Human Resource Management –          Guide the development of Monitoring, Evaluation and Learning (MEL) plans.

–          Provide technical support and quality assurance in the implementation of MEL plans.

–          Support the team with defining SMART Key Performance Indicators (KPIs) and setting targets.

–          Review project reports and ensure quality and consistency of reporting.

–          Provide feedback and continuously build capacity of the team in report writing.

5.     Monitoring, Evaluation & Learning, and Reporting

 

–          Ensure reporting schedules are in place and followed.

–          Review project reports and ensure quality and consistency of reporting.

6.     Deputy Country Manager

 

–          Provide support to the Country Management to ensure all donors’ responsibilities are met in a timely manner

–          Provide timely advice to the Country Management and other managers on operational matters

–          Deputise the Country Manager during time of leave and absence

–          Support the Country Management to manage the day-to-day operations of HRNS Uganda

–          Lead the development of annual implementation plans, and assess implementation effectiveness, efficiency and sustainability

 

Your Profile

  • You have 10+ years of experience in project management in the field of international development (at least 5 years in a management role).
  • You have demonstrated knowledge and experience in Human Resource Management as well as Strategic Organizational Development
  • You are an expert in at least two of our core topics such as rural livelihoods, climate-smart agriculture, equality and inclusion, youth empowerment, organizational development.
  • You have in-depth knowledge and practical experience in Monitoring, Evaluation and Learning (MEL) at all stages of the project management cycle.
  • You have excellent writing and presentation skills and people like reading your reports.
  • You are willing to take significant responsibility and lead teams.
  • Ideally, you have worked in the context of multi-stakeholder partnerships across different sectors.
  • You hold a post-graduate degree in a relevant field for our work.
