Job Summary:

The USAID Uganda Biodiversity for Resilience (B4R) Construction Procurement Specialist to lead all procurement processes for construction activities in Kidepo National Park and Kalinzu Central Forest Reserve. The processes include Procurement, Asset Management and Inventory Control. The Specialist is responsible for compliance of B4R procurement processes with USAID rules and regulations, RTI policies and procedures and completeness and high quality of procurement documentation.

Essential Duties:

  • Prepare realistic procurement plans and develop appropriate procurement strategies.
  • Work with concerned stakeholders, including UWA, NFA, the Construction Supervisory Firm, and the Construction Companies, on procurement needs, providing technical support on specifications and cost implications.
  • Finalize specifications and conduct supplier selection
  • Prepare shortlists/ summary bid analyses based on investigation of related market, identifying suitable vendors with due consideration to price, quality, delivery time, warranty and after sale servicing where applicable while ensuring segregation of duties.
  • Prepare Purchase Orders for approval by B4R staff with Delegation of Authority in procurement.
  • Make procurement follow ups with vendors to ensure timely deliveries.
  • Review vendor invoices against procurement documents and clear them for payment by the Finance office
  • Maintain an up-to-date database of vendors in accordance with standard RTI procurement processes, procedures, and guidelines.
  • Maintain a tracker of construction contracts and manage timely renewal processes.
  • Maintain proper filing of procurement documents in SharePoint.
  • Manage Vendor and Supplier relations.
  • Organize disposition of project construction assets when required.
  • Manage procedures for retention, protection, retrieval, transfer, and disposal of construction procurement records.
  • Periodically evaluate performance of vendors and perform ad-hoc construction site visits to validate compliance requirements.
  • Ensure that all procurement actions are conducted as required according to RTI Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics.

 

Minimum Required Education & Experience

  • Master’s degree in Business development, Procurement or Supply Chain Management and 3 years of experience or Bachelor’s Degree and 6 years of experience in procurement and supply chain management at mid or senior level
  • At least 3 years of experience working on procurement specific to construction; experience in procurement for construction in protected areas and/or with canopy walks, low water crossings, boreholes, or ranger posts is preferable
  • In-depth knowledge of USAID or other international donor agency procurement regulations required
  • Professional qualification in Supply Chain Management is preferable
