Brief Project Summary:

HiiL (The Hague Institute for Innovation of Law) is a social enterprise devoted to user-friendly justice. That means justice that is easy to access, easy to understand and effective.

Our goal: by 2030, 150 million people are able to prevent or resolve their most pressing justice problems. Our mission is aligned with SDG 16.3. We are supported by the Embassy of Sweden in Kampala to run the Justice Innovation programme in Uganda.

Dear Sir, Madam,

HiiL aims to measure the justice needs of the people of Uganda. To achieve that we are looking for a consultant to support us with the development of the Outcomes Based Monitoring tool for practitioners in Uganda working on solving people’s family problems.

The consultant should:

  • Deliver a broadly accepted list of outcomes and performance indicators, applied in the scorecard / final outcome measuring tool.
  • Good quality evaluation methods are assessed.
  • Established proper performance indicators.
  • Successfully co-developed and facilitated workshops around outcome-based measuring.
  • Safeguarded local context of the final product: an evidence-based monitoring tool for practitioners in Uganda working on solving people’s family problems.
  • Promote working with the outcome monitoring tool among family justice workers.

Applicants must:

  • Have significant experience in development of project management documents and strategic development of projects.
  • Have the necessary human and technical resources to successfully accomplish the assignment.

EVALUATION

The criteria for awarding contracts resulting from this Request for Proposals are based on “best value for money.” For the purpose of all tenders, HiiL defines “best value for money” as:

A complete assessment of technical and pricing factors and the delivery time.

Technical evaluation (total points =100) (counts for 70 %)

To be technically acceptable, a proposal must meet or exceed the requirements and specifications in the Request for Proposals as listed below.

Technical criteria

Documents required:

  • A proposal which describes the process of developing an evidence-based monitoring tool for practitioners in Uganda working on solving people’s family problems. Max score: 70
  • CV, including Experience with monitoring outcomes for people who deal with justice issues. Max score: 20
  • CV, including Evidence of having an extensive network of people within the public and private justice sector. Max score: 10

Only proposals that score a minimum of 50 points for the technical evaluation will go to the commercial evaluation.

Commercial criteria

Documents required: Price quotation for services offered. Max score: 100Submission of the proposal

Bidders are solely responsible for ensuring the completed proposal is received by HiiL in accordance with the Request for Proposal requirements before submission deadline: 15 April 2021. HiiL will only consider complete proposals submitted prior to or on the date and time specified.Award of contract

The RFP does not commit HiiL to award a contract or pay costs incurred in the preparation or submission of proposals or costs incurred to make necessary studies for a proposal, or to procure services or goods. Any proposal will be considered as an offer made by the bidder and not an acceptance by the bidder of an offer made by HiiL. No contractual relationship will exist between HiiL and the bidder until the conclusion of a written contract document signed by an authorized representative of HiiL and the successful bidder.Notification of contract award
