The Alliance of Mayors and Municipal Leaders’ Initiative for Community Action on
Health and HIV at the Local Level (AMICAALL) is an African Mayors and other Urban
Leaders’ association formed to support sustainable solutions to urban Health
challenges in Cities, Municipalities and Town Councils. AMICAALL is seeking to
recruit:

Job Title: Country Director

Reporting: Chairman – Alliance Executive Council (Board)

Duty station: Kampala

Job Description:

To provide overall strategic leadership and management of AMICAALL Uganda Programme, so as to ensure the attainment of the organization’s strategic goals and accomplishment of its mission. As the overall head of the Programme, the Officer will
be responsible for managing technical and administrative functions of the Programme,
including the supervision of all staff of the Programme. Provide leadership, direction,
administration and management of all aspects of AMICAALL, including development
and implementation of policies and procedures, Programme coordination evaluation
and documentation, as well as networking and partnerships at all levels, particularly at
the urban local government level.

Specific Tasks and Responsibilities

1. Head AMICAALL National Secretariat and provide strategic leadership and management to staff and programs.

2. In consultation with the Alliance Executive Council (Board) and the National Technical and Advisory Committee, be responsible for recruitment, employment and care for the staff and volunteers.

3. Determine performance targets for staff, and carry out periodic appraisals of performance against the set targets

4. Guide and coordinate the implementation of the Decentralized urban health and HIV/AIDS response through the AMICAALL Uganda Strategic Plan

5. Provide strategic guidance in the development of AMICAALL Uganda Programme Strategic Plan and ensure to achievement of the mission and goals of AMICAALL Uganda Chapter.

6. Responsible for mobilizing, managing and coordination of resources

7. Maintain oversight of financial control to ensure appropriate and prudent utilization of funds and other resources under AMICAALL care, in accordance with relevant policies, agreements, regulations and legislation.

8. Maintain Loyalty and Partnership with AMICAALL Africa ensuring coordination of implementation of AMICAALL Uganda Chapter and AMICAALL Africa policies for an effective health and HIV/AIDS Response

9. Guide the establishment of effective and efficient management and operating structures, policies and systems of AMICAALL Uganda Programme.

10. Interface and network with government, Development Partners, Civil Society, Private Sector Actors and other key stakeholders to harness mutual and productive relationships to advance advocacy for health and HIV and AIDS response and in urban areas.

11. Represent AMICAALL at relevant local and international meetings, conferences, Committees, and coalitions to improve the visibility of the organization.

12. Provide technical leadership, supervision, and guidance to staff to maximize use of human and financial resources of the organization and ensure delivery of quality outputs.

13. Provide strategic guidance to the development and implementation of programs, project proposals, concepts, organizational and financial plans consistent with the
goals and strategies approved by the Alliance Executive Council.

14. Convene statutory meetings of the Alliance Executive Council (Board) and AMICAALL National Technical and Advisory Committee (ANTAC) and such other governance structures as required.

15. Act as the Ex-Officio and Secretary to the Alliance Executive Council (AEC), AMICAALL Technical and Advisory Committee (ANTAC) and other governance structures, including providing the necessary technical support and advise at their meetings and other related operations.

16. Keep AEC and ANTAC leadership updated on key program developments, plans, budgets and decisions taken by management.

17. Account for all deliverables of AMICAALL Uganda Programme through quarterly progress reports shared with partners and the Alliance Executive Council (Board) and ANTAC.

18. Commission and supervise evidence-based research and strategic information related to the mandate of AMICAALL to guide organization planning, programming and policy.

19. Guide preparation of consolidated annual reports and other special reports on AMICAALL activities, in consultation with the Management and ensure timely communication to the relevant stakeholders.

20.Ensure that official records and documents are properly maintained.

21. Ensure that AMICAALL Uganda complies with relevant international, regional, national and Local Government policies, laws, regulations and guidelines and governing Non-governmental organizations.
