The Embassy of Belgium in Kampala is currently looking for a suitable candidate to fill the
position of Deputy Attaché for International Cooperation.

A full time contract will be offered according to the local salary scale for similar positions at the Embassy (GS5 – corresponding to a gross monthly salary of minimum 5.212.890 UGX, subject to relevant work experience). Duration is one year, starting on May 17, 2021, with possibility for extension.

Job description:

– Close monitoring of and reporting on focus sectors of the Belgian development cooperation;

– Active participation in sectoral development partner groups and multi-stakeholder
coordination mechanisms, including organizing meetings, events, studies and contributing to sectoral policy dialogue and advocacy;

– Liaising with the implementing actors and partners of the Belgian development cooperation and humanitarian aid (Enabel, universities, NGOs, multilateral organizations) and organizing / conducting field visits to their operations. Promoting their implementation of Belgium’s development policy priorities, liaising with relevant stakeholders and preparing analytical progress reports.

– Follow-up and reporting on the humanitarian and refugees situation in Uganda, as well as South Sudan, and contributing to strengthening the humanitarian – development – peace nexus;

– Providing input in the preparation of new programmes and the positioning of Belgium’s
external action in Uganda, as well as analyzing and advising on the proposals submitted by implementing actors as well as on draft policy notes based on your specific knowledge of the Ugandan development context;

Profile:

Requirements

– A postgraduate university degree (master’s) in rural development, sociology, political science, public health, education, law or other relevant area;

– At least 2 years of relevant work experience;

– In-depth knowledge of the Ugandan development context;

-Oral and written fluency in English;

– Strong analytical skills;

– Proficient user of Microsoft Office applications.

Advantages

– Knowledge of the context of South-Sudan;
– Public communications skills and expertise (including on social media);
– Knowledge of and experience with the different actors of the Belgian development cooperation and humanitarian aid.
