POSITION TITLE: DIRECTOR HUMAN RESOURCES (DHR)

OVERALL JOB PURPOSE

Oversees the Directorate of Human Resources; develops and implements Human Resource processes in line with the Hospital policies and consistent with the Hospital Strategic plan.

REPORTING RELATIONSHIPS

Reports to the CEO

Supervises Human Resources Directorate Staff

RESPONSIBILITIES AND KEY RESULT AREAS          

  1. Talent Management

The DHR is responsible for developing and implementing strategies aimed at recruiting, developing and retaining top talent for the Hospital.

Key Performance Indicators: Updated Annual Staffing Norms, the number of positions filled each year Vs target, Quality of candidates recruited, the time it takes to fill positions, and analysis of reasons why the best applicants may not be hired.

The DHR supports other managers to strengthen the employer-employee relationships.

Key Performance Indicators: Annual employee satisfaction survey, planned employee engagement forums and tools, organizational culture interventions, and a system to handle workplace conflict.

The DHR focuses on workforce planning and management including succession planning and retention efforts across the Hospital right from senior management down.

Key Performance Indicators: Annual report on identified talent and proposed intervention to retain them or grow them.

  1. Compensation and Benefits

The DHR shall establish and update the Hospital’s compensation structure (salary and benefits).

Key Performance Indicators: Aligned and equitable salary structure, evaluating the pay practices of competitors, creating job descriptions in tandem with department managers, negotiating staff health benefit coverage rates and payroll oversight.

  1. Training and Development

The DHR is responsible for building out staff training and development programs that have a direct impact on the success of the Hospital.

Key Performance Indicators: new employee orientation, leadership training programs, personal and professional development and managerial training.

  1. HR Compliance

The DHR is involved in developing and or reviewing all company policies included in the Human Resources Manual. The DHR advises Hospital Management on the implications of existing and new country Employment and labor laws.

Key Performance Indicator: Position/Management papers on emerging compliance issues.

  1. Workplace Safety

DHR is responsible for promoting workplace safety practices and monitor injuries that happen at work to manage the Hospital’s Workers’ Compensation filings.

Key Performance Indicator: Workplace safety and compensation quarterly report

  1. Risk Management

The DHR analyzes and reports the risks that employees pose to Hospital. The DHR addresses risks related to inadequate employee management, employees’ behavior, or risks related to termination of employees. The focus includes all full-time staff, part-time staff, interns, volunteers, students and upper-level managers, in order to identify, evaluate, mitigate, and prevent risks in a timely manner.

Key Performance Indicator: Updated HR Risk Register

  1. Quality Assurance

The DHR oversees quality assurance standards that relate to employee performance across the entire Hospital complex.

Key performance Indicator: Performance score in the Service Element #2 of the COHSASA Standard (Human Resource Management)

PERSON SPECIFICATIONS            

Qualifications and Experience

  • Bachelor’s Degree in Human Resources, Business, or a related field required.
  • Master of Business Administration (MBA) or Human Resources Management or a related field.
  • 7-10 years of progressively more responsible positions in human resources, preferably in at least two different firms of the size of Nsambya Hospital or larger.

CORE COMPETENCIES

  • Effective communication in writing, business presentations and interpersonal communication.
  • Expertise in employment law
  • Ability to increase productivity and continuously improve departmental contributions to the strategic goals while remaining cost-sensitive
  • Experience in organization development and change management.
  • Familiarity and skill with the tools of the trade within Human Resources including HRIS the Microsoft Office suite, file management, and benefits administration.
