The Uganda Communications Commission (UCC) is a statutory body established under the Communications Act 2013 to regulate Telecommunications,

Broadcasting and Postal sub-sectors. In carrying out its mandate and mission of driving the development of a robust communications sector in the country,

UCC would like to recruit a Director of Industry Affairs and Content Development.

Job purpose

Reporting to the UCC Executive Director, the purpose of this role is to provide strategic leadership in the development, implementation and monitoring of policies and guidelines in relation to economic regulation, consumer protection, and content regulation in line with UCC’s mandate.

Summary of key tasks and responsibilities:

  1. Plan, develop and provide strategic direction and technical guidance in the implementation of UCC’s strategic direction, and administer policies, frameworks, and guidelines for economic regulation, content regulation and consumer protection in accordance with UCC’s mandate.
  2. Lead the development and implementation of effective frameworks for economic regulation of the communications sector.
  3. Develop, coordinate and implement unique strategies to address changes and trends in the regulatory market.
  4. Establish and provide oversight to the application and implementation of frameworks that safeguard consumer rights and interests.
  5. Provide strategic leadership in the implementation of frameworks, policies and guidelines for the development, promotion, distribution, and exhibition of mass media content and establish appropriate regulatory instruments.
  6. Provide technical support to complaints and dispute resolution processes.
  7. Establish and manage stakeholder relationships on matters of national development, advocacy and leveraging these as appropriate in support of UCC’s strategic objectives.
  8. Lead the proper discharge of department administrative duties.

Education and professional qualifications

  • Master’s Degree in Economics, Business, Policy, or related field.
  • Bachelor’s Degree in Economics, Statistics, or related field.

Working experience

Ten (10) years of working experience in any of the following, of which five (5) years should be in a managerial position in a similar corporate setting.

  • regulatory economics,
  • public policy,
  • pricing and product development in communications services, or utility markets.

Skills and knowledge

  • Experience in economic assessments e.g., market definition, market power assessments, merger reviews, service costings or antitrust abuses.
  • Demonstrated understanding of the sector value chains to lead in commercial negotiation, arbitration and multi partner/multi state transactions.
  • In depth understanding of the link between the facets of market regulation and consumer protection.
  • Market and industry intelligence.
  • Stakeholder management and consensus building skills.
