Evaluation Specialist, USAID/Uganda Learning Activity 2 Proposal, Kampala, Uganda

Proposal Objective:

SI is preparing to put together a proposal response for an anticipated multi-year activity funded through USAID/Uganda. The USAID Learning Activity 2 (ULA 2) will support USAID/Uganda and its implementing partners to improve the impact and sustainability of USAID-supported contributions to Uganda’s development through MEL service delivery, capacity strengthening, and enhanced collaborating, learning, and adapting (CLA). Expected release date of the proposal is summer 2023, with an anticipated award date of fall 2024.

Position Description:

SI is seeking a Ugandan Evaluation Specialist to support assessments, and evaluation activities under this anticipated project.

This is a full-time position for the duration of the project, and will be based in Kampala, Uganda, contingent upon contract award.

Responsibilities:

  • Support evaluations, assessments, and research throughout the life of the contract.
  • Participate in the design and implementation of evaluations, assessments, and research services.
  • Oversee all aspects of implementation of the foregoing activities and management of staff and consultants engaged in these activities.
  • Support dissemination activities for sharing results and findings of evaluation, and research activities under the portfolio.

Qualifications:

  • Minimum of a Bachelor’s degree in research methods, statistics, public health, demography, social science research, or a related field.
  • At least 5 years of demonstrated experience in monitoring, evaluation, and/or performance management for international development programming.
  • Experience conducting program and project surveys, assessments, and data analysis, preferably in health, education, economic growth, democracy and governance, and/or environment sectors.
  • Experience with quantitative and qualitative data collection, management and analysis.
  • Excellent written, oral and presentation skills.
  • Networks with technical experts in learning, monitoring, evaluation, research, economic growth, governance, health, education and environment.
  • Fluency in spoken and written English.
  • Familiarity and/or experience on USAID Mission monitoring, evaluation, and learning (MEL) Support contracts highly preferred.
  • Familiarity with USAID’s objectives, approaches, and operations, particularly as they relate to evaluations, is a plus.
