Mission and objectives

The United Nations Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 46 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. UNCDF’s financing models work through three channels: inclusive digital economies, connecting individuals, households, and small businesses with financial eco-systems that catalyze participation in the local economy, and provide tools to climb out of poverty and manage financial lives; local development finance, that capacitates localities through fiscal decentralization, innovative municipal finance, and structured project finance to drive local economic expansion and sustainable development; and investment finance, that provides catalytic financial structuring, de-risking, and capital deployment to drive SDG impact and domestic resource mobilization. By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to Sustainable Development Goal-SDG 1 on eradicating poverty and SDG 17 on the means of implementation. By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile and address exclusion and inequalities of access, UNCDF contributes to a broad diversity of SDGs.

Context

Over the last five years, UNCDF through UNDP has had outstanding unclaimed VAT from the Uganda Revenue Authority (URA) as a result of most vendors failing to file for VAT returns to URA. Consequently, UNDP requires UNCDF to provide proof of VAT filling, A tax invoice and a receipt in the names of UNDP from all vendors with unclaimed VAT since 2018 to 2021. With the Covid -19 lockdown in 2019- 2021, all payments were done through EFT based on soft invoices making it difficult to obtain hard copies from vendors as required by UNDP for VAT submission. This has resulted in accumulation of uncollected VAT for 2019-2021. Secondly future audits and Project closures require that all files are put in a well-organized manner for proper reference and ease of access to information and a well-documented Asset register. This therefore requires personnel on UNV programme with a Finance background to support these activity/ operations for a period of Twelve (12) Months.

Task description

Under the supervision of the UNCDF Programme Managers and in close coordination with the Programme Associate, the Finance Associate will support and provide a set of services to enhance the operations of the office. The required personnel shall perform the following duties: 1. Create a data base of all vendors with outstanding VAT returns, follow up with them to obtain proof of VAT returns for all Tax invoices, Receipts, and proof of VAT filling. 2. Prepare VAT documentation 2018-2022 for submission to UNDP for VAT claim 3. Put in Place proper document Filing system for all UNCDF programmes for ease of access to information and for project closures and future audits. 4. Develop a consolidated Asset Register/Inventory list for UNCDF Country Office

Age

27 – 80

Nationality

Candidate must be a national or legal resident of the country of assignment.

Requirements

Required experience

5 years of experience in financial management, accounting, or related areas, preferably in international settings. Experience working with public accountancy firms and/or sound understanding of financial management and operations processes in the United Nations an advantage. Experience in handling statutory obligations like VAT.

Required education level

Bachelor degree or equivalent in Finance, Accounting or related fields. An internationally recognized professional accountancy designation, together with a diploma in the above-mentioned fields, will be deemed equivalent to a bachelor’s degree for this position.
