Global Logistics Manager

3 Year Contract (with possible extension)

Organisation Description: Johanniter-Unfall-Hilfe e.V. is a German Christian non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters (HQ) are based in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting projects in Health, Nutrition, WASH as well as Food Security & Income Generation worldwide (www.thejohanniter.org)).

Overall Job Purpose

The GSU is a global unit with the aim to strengthen operational systems and processes at country office level and function as 2nd level of control. The Global Logistics Manager will be responsible for reviewing and controlling operational logistics across all Johanniter Project Countries. You will ensure that the organisational logistics strategy is delivered through a revised global support-operating model, which complies with Johanniter Logistics Environments guidance and overall organisational objectives. You will guide, support and control country offices’ logistics teams ensuring JIA guidelines are fulfilled and donor regulations complied with. You will support capacity building to GSU and Country offices logistics staff, empowering them to be accountable. You will be supporting the Head of GSU in setting up the GSU in its revised form and ensuring it delivers on its mandate. You will report to the Head of the GSU. The position is based in Kampala, an alternative location aligned to another of Johanniter offices can be considered.

In a Nutshell

You will:

■ Contribute to the implementation of the global logistics strategy of JIA.

■ Work closely with HQ logistic desk on standardization of logistical systems and processes worldwide.

■ Ensure second level of control of logistics monthly closure package, through reviewing documentation for procurements, inventory, insurance and asset management.

■ Develop and monitor logistics KPI as a base for continuous improvement of logistics systems and processes.

■ Provide technical support and capacity building to Country Offices regarding logistics.

■ Represent JIA in relevant bodies & networks.

■ Regularly communicate with all other relevant desks within JIA to enable the delivery of high quality services to beneficiaries and vulnerable groups worldwide.

What you will do:

Strategy and Vision

■ Actively support the values of Johanniter and shape the work of the GSU Logistics Department according to these values.

■ Contribute to the implementation of the global logistics strategy of JIA.

Logistical Management & Controlling

■ Work closely with HQ logistics desk and Country Offices to improve and standardize logistical systems and processes in project countries.

■ Be responsible for review of documentation for procurements, inventory, insurance and asset management in all country offices.

■ Be responsible for second level control of logistics monthly closure package.

■ Develop performance indicators and implements regular KPI data analysis.

■ Supervise and support Country Offices in logistical partner assessments and review partner and project contracts regarding procurement issues.

■ Pursue effective standardisation as part of the global improvement to provide timely and appropriate logistical information to HQ and Country Offices.

■ Provide technical support and guidance to Country Offices and, on Country office request, to partner organisations.

■ Provide feedback to Country Offices and HQ regarding procurement processes and quality of documentation.

■ Supervise and assist Country Offices with the review of all logistics documents with main emphasis on procurement documentation and donor requirements (e.g. Note concerning procurement).

■ Supervise and assist Country Offices with the process of pre-qualifying suppliers and with the establishing framework contracts in Country Offices.

■ Supervise and review standards for country and donor audits i.e. templates, TORs, lessons learned and ensure implementation of auditors’ procurement recommendations.

Capacity Building

■ Support the Head of GSU in development and roll out of JIA operational support capacity building strategy.

■ Visit respective countries to help ensure quality is maintained in all aspects of logistical management.

■ Arrange and perform trainings and coaching for logistics staff in Country Offices and for partner organisations to make sure common standards are maintained.

■ Enable logistics staff in Country Offices to provide capacity development to partners and non-logistical staff to increase their competence related to logistical issues.

■ Enable logistics staff to prepare all logistical reports and donor reports in line with various reporting requirements.

HR Management

■ Actively lead, develop and supervise a fit for purpose logistics team in the Global Support Unit, in Kampala and over distance.

■ Participate in the recruitment process & selection of logistics staff in country offices.

Communication and representation

■ Represent JIA in relevant bodies & networks e.g. Logistics Cluster.

■ Promote best practices in logistics/procurement.

What you bring:

■ Relevant Bachelor’s degree (preferably in Logistics/Procurement) or minimum 5 years logistical/ procurement experience.

■ Minimum 5 years relevant work experience with at least 3 years in a managerial position at a NGO.

■ Solid understanding of logistics processes.

■ Experience in working with partner organisations familiar with external donors compliance requirements.

■ High degree of computer literacy.

What we offer:

Remuneration: 49824 – 52452€/annum gross (Johanniter AVR DWBO Annex Johanniter internal tariff and relevant previous experience).

Benefits: 13th cheque, social security (lump sum 375€/month for expats not under German social security); housing allowance 300€/month; international insurance package; 29 days annual leave; yearly home flight (for contracts > 1 year); Cost of Living Allowance 1020€/month for Uganda).

■ Understanding of humanitarian and development programming.

■ Ability to lead, manage and supervise multi-cultural/-location staff.

■ Excellent communication skills.

■ Knowledge and experience of modern approaches regarding didactics and methodology for performing trainings.

■ Ability to work in a team and motivate colleagues and staff of partner organisations.

■ Fluent in English. Good knowledge of French/Spanish/German an asset.

■ Great sense of humour.

■ Willingness to travel incl. low-security contexts.

■ Ensure all stakeholders receive regular updates.

■ Support the establishment and effective implementation of strong peer-to-peer support across Country offices and between all levels of the organisation.
