Head of Global Support Unit (GSU)

3 Year Contract (with possible extension)

Organisation Description: Johanniter-Unfall-Hilfe e.V. is a German Christian non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters (HQ) are based in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting projects in Health, Nutrition, WASH as well as Food Security & Income Generation worldwide. Overall Job Purpose

The GSU is a global unit with the aim to strengthen operational systems and processes at country office level and function as 2nd level of control. The Head of GSU will be setting up and leading this global unit, ensuring that it delivers on its mandate within the revised global support-operating model. You will be working closely with HQ and the country offices, in the International Management Group, and in particular the Heads of Support Desks at HQ, Finance, Logistics/IT and HR as well as the Head of Global Strategy and Learning and Head of Accountability and Compliance. The position is based in Kampala, an alternative location aligned to another of Johanniter offices can be considered.

In a Nutshell

You will:

■ Contribute to the implementation of the global JIA strategy, developing the strategic planning framework of the GSU and the support structures for JIA.

■ Manage the staff in Kampala and over distance as direct supervisor / line manager as well as in matrix management set-ups.

■ Be responsible to further develop and implement a combined support model for country offices regarding finances, logistics, IT and HR.

■ Develop and roll out an operational support capacity building strategy for finances, logistics, IT and HR including training and coaching for country staff in assigned countries.

■ Represent JIA in relevant bodies & networks.

■ Regularly communicate with all other relevant desks within JIA to enable the delivery of high quality services to beneficiaries and vulnerable groups worldwide.

What you will do:

Strategy and Vision

■ Actively support the values of Johanniter and thus shape the GSU in line with those values.

■ Contribute to the management and leadership of JIA as a member of the Johanniter International Management Group (IMG).

■ Contribute to the implementation of the global JIA strategy and work closely with the Head of Accountability & Compliance and the Head of Global Strategy & Learning to ensure a streamlined implementation of the organisational objective on Quality and Accountability.

■ Develop the strategic planning framework of GSU further to contribute to the achievement of the Global Organisational objectives; manage the GSU budget

■ Contribute to the development of support structures for Johanniter International Assistance country offices.

Leadership and Team Management

■ Manage staff in Kampala and over distance, as direct supervisor / line manager as well as in matrix management set-ups.

■ Actively lead, develop and supervise a fit for purpose global support team.

■ Participate in the recruitment & selection of support staff at HQ and in country offices.

■ Participate in the creation of a JIA leadership approach

Technical Support and Controlling

■ Continue to develop and implement a combined support model for country offices regarding finances, logistics, IT and HR.

■ Liaise closely with Heads of Support Desk at HQ to ensure coherence in the overall approach to improve JIA operational systems and processes.

■ Responsible to establish and deliver second level control package, in particular comprehensive monthly closure package.

■ Contribute to the further development of a global reporting system to monitor progress towards the international strategic organisational objectives.

■ Contribute to the further development of organisational standards with regard to finances, logistics, programme quality etc.

Capacity Building

■ Develop and roll out a JIA operational support capacity building strategy for finances, logistics, IT and HR within the Global Strategy, working closely with the HQ Support Desks and GSU staff.

■ Arrange and undertake training and coaching for country staff in assigned countries to ensure common standards are maintained, and staff enabled to provide capacity building to partners and other Country Office staff to increase their competence.

Communication and representation

■ Represent JlA in relevant bodies & networks.

■ Proactively shape and strengthen peer-to-peer support systems across the organization.

Interface with other Desks

■ Ensure effective regular exchange and communication with all other relevant desks in order to enable Johanniter International Assistance the delivery of high quality services to beneficiaries and vulnerable groups worldwide.

■ Co-owns the implementation of the internal change process of Johanniter International Assistance.

What you bring:

■ 10 years’ experience in a humanitarian context/international development, minimum 5 years in a leadership position.

Context related work experience at field level with strong experience in either Finance, Logistics or HR, ideally also working with partner organisations.

■ Relevant experience in working in network organisations and/or association structures.

■ Experience in development and implementation of global strategies and delivery of capacity building programmes.

■ Extensive people management skills and multiple years’ experience in managing teams (remote management and matrix management).

■ Proven skills in change management and leading processes of organisational development.

■ High degree of cooperation skills and ability to build and sustain internal and external networks.

■ Strategic and analytical thinking combined with a drive to shape the organisation.

■ Ability to deal with conflict, manage resistance, being able to remain focused and cope with frustrations.

■ Excellent communication skills both internally and externally.

■ High tolerance for ambiguity.

■ Willingness to travel to project countries incl. low-security contexts.

■ Fluent in English. Good knowledge of French/Spanish/German an asset.

■ IT-literate.

■ Great sense of humour.

What we offer:

Remuneration: 56643 – 59624€/annum gross

(Johanniter AVR DWBO Annex Johanniter internal tariff and relevant previous experience).

Benefits: 13th cheque, social security (lump sum 485€/month for expats not under German social security); housing allowance 300€/month; international insurance package; 29 days annual leave; yearly home flight (for contracts > 1 year); Cost of Living Allowance 1020€/month)
