Team Purpose
Program team:
- Is responsible for the strategic development and management of the humanitarian preparedness and response program and contribute to the nexus programming.
- Supports Oxfam’s humanitarian impact locally, regionally, continentally and globally through ensuring program alignment to the key strategic objectives and program standards.
- Supports resource mobilisation for humanitarian/ resilience elements of the strategy
Job Purpose – Key Responsibilities and Accountabilities
Provide thought leadership 30%
- Provide thought leadership on the Humanitarian preparedness and response thematic area, staying up to date with the latest thinking, undertake/lead hazard, vulnerability and capacity as well as emergency needs assessments and resilience research; and spend time in reflective consideration to develop a comprehensive understanding of humanitarian work and how this contributes to addressing inequality and injustice in Uganda.
- Ensure planning and delivery of an impactful partner led humanitarian program that contributes to the principle of one program in Uganda, seeking synergy with the other themes (Resilient livelihoods; Governance & accountability) and addressing women’s and other vulnerable person’s rights
- Work with DRR/CCA and other humanitarian related coalitions and networks to influence national, regional and international Actors’ policies and practices on resilience, climate change and humanitarian work. This will involve adopting a strategic, proactive perspective to save life and ensure sustainable change.
- Gather evidence to feed into the Oxfam regional and global ‘saving lives work, Rights in Crisis (RiC) Campaign including influencing regional actors to secure peace and security in the region.
Program support and facilitation 10%
- Work closely with the Head of Program and the Program Quality & Learning Co-ordinator to ensure an appropriate, effective and transparent Program Quality & learning system and processes are in place for the humanitarian program to deliver on the Oxfam Country Strategy (OCS). Through this, enable and facilitate other humanitarian actors to learn from best practice and Oxfam standards demonstrated through humanitarian work
- Work closely with the Head of Program, Human Resources Manager and Security Focal Person/Logs Coordinator to ensure an appropriate risk and security management framework for program, staff and assets. This also involves supporting training for staff and partners on security/risk management and safety
- Work closely with Finance and Operations Manager to ensure all humanitarian finance and other resources are efficiently managed and all pertinent donor requirements are strictly observed.
Partner Capacity building and relationship management 20%
- Lead initiatives to build humanitarian preparedness and response delivery capacities of identified partner agencies and communities in disaster prone areas in the country.
- Coordinate with and maintain relationships with national and local government structures responsible for disaster management (OPM, and DDMCs).
- Provide technical support and guidance to the development of established regional and national Humanitarian Platforms for local actors
- Work with ELNHA team to document lessons and use these to identify opportunities for replication projects and or integration into ongoing initiatives
Program management and resource mobilisation 30%
- Lead the process of assessment, program design and resourcing, preparation of concept notes and support to proposal writing for emergencies requiring scale-up or especially sensitive response. To deliver this, the Humanitarian Manager will work in consultation with the Head of Program, the Country Director and the Regional Humanitarian Coordinator,
- In coordination with the country management team and the Regional Humanitarian Coordinator, ensure that Oxfam and its partners has the necessary capacity to meet the management, logistical and technical requirements of any humanitarian programme undertaken and to ensure effective coordination of Oxfam’s response with all stakeholders, including the government of Uganda’s response mechanisms
- Work with the Program Funding Manager to raise funds for the humanitarian program objectives through the development of emergency assistance appeals, fundable resilience and recovery concepts and by assisting in the development of donor proposals, budget submissions and other necessary activities
- Lead the development, implementation and review of security management and contingency plans in line with Confederation standards, policies and procedures
- Effectively manage humanitarian program budgets, emergency supply pipelines and utilisation of contingency stocks
- Work closely with the Media & Communications Officer to prepare regular SITREPS, provide update information, briefings and publicity on humanitarian work
People management and team leadership 10%
- Manage humanitarian preparedness and response teams, consultants and researchers as required, in accordance with Oxfam policy and procedures
- Ensure teams exhibit a high level of competencies in accordance with applicable humanitarian principles and standards
Technical Skills, Experience & Knowledge
Skills
- A Masters Degree in a relevant field including Social Work & Social Administration, Public Health, Disaster Management, International Relations, and Project Planning and Management.
- Ability to analyse a broad range of contextual information and synthesize quickly to develop response actions
- Ability to engage and influence organisational direction, contributing to and following it as appropriate and the ongoing development of program policy and quality to enhance the impact of Oxfam’s work
- Proven analytical and conceptual thinking, high level research, project management knowledge and skills and experience using appropriate participatory tools and methodologies for needs assessment, programme development, implementation, monitoring and evaluation
- Ability to cope with extreme pressure and often endure insecure and hostile working environments
Knowledge
- Comprehensive knowledge and experience of implementing humanitarian and resilience programs in the field of WASH, Food security and livelihoods (EFSVL) and Protection, with solid understanding of the relevant issues derived from field practice
- Strong emergency program management knowledge with ability to ensure consistent quality against international humanitarian and Oxfam standards
- Knowledge on Early Warning Systems (EWS) based on sound local and global contextual analysis and international benchmarks
- A thorough understanding of Ugandan Political Context and the Government Policies on Disaster Preparedness and Response as well as DRR and Climate Change Adaptation strategies. Additionally, a good knowledge of the functionality of relevant disaster management structures and other key Institutions at national and sub-national levels
- Commitment to and good knowledge of working with networks, coalitions and a partnership approach across the spectrum of Oxfam’s work, including innovative approaches to influence humanitarian actions
- Coordination and facilitation of advocacy and campaign strategies and plans development and successfully achieving external impact and change. Reasonable experience in undertaking media presentations
- Good knowledge of and experience with donor funding environment and good financial management skills, with experience of project budgeting and control of financial risks
Experience
- Proven humanitarian program management experience of over 10 years at a strategic level in a complex environment involving provision of clarity and focus of vision and impact and decision making and the delivery of agreed results
- Political alertness to changes in the humanitarian context with high impact influencing and persuasive skills and personal gravitas to gain respect and build and maintain strong, credible relationships, with internal and external stakeholders at all levels
- Sufficient exposure to the development and implementation of early warning systems (EWS) and coordination with relevant Government structures on disaster management.
- Strong organisational and personal management skills
- Excellent personal communication skills
- A high level of self-awareness, initiative, sound judgement, personal energy and flexibility
