Consultant Terms of Reference

Title: Inclusion Consultant **

Dates: November 1st 2021 through August 31st 2022

Location: Uganda – Kampala, Nakivale, Oruchinga, Kyangwali, Kyaka II, Rwamwanja settlements. **

Grant/Fund Code: OR22001

Contractor will be based in Kampala, Uganda with travel to other sites as necessary, and will provide consulting services over the period of eleven months from November 1st 2021 through August 31st 2022.

Purpose and Objectives

  • To increase the accessibility of program services to marginalized and vulnerable groups for more inclusive programing in Uganda – Nakivale, Oruchinga, Kyangwali, Kyaka II, Rwamwanja settlements.
  • To strengthen the knowledge and skills of duty bearers and services teams on inclusion of marginalized and vulnerable groups of people in planning for services.
  • To identify needs and barriers access to services for marginalized and vulnerable refugees and host community.

Specific Activities

· Identify extremely vulnerable asylum seekers and refugees, assessing their needs and the barriers to their needs being met by service providers;

· Draft reports on findings and recommendations for inclusive programming and share them with respective stakeholders including Alight.

· Work closely with the Alight Uganda office, ORAM’s parent organization and partner on the ground on coordination and support;

· Develop training content together with ORAM’s Program Manager;

· Organize and conduct training sessions for service providers and duty bearers on the inclusion of marginalized and vulnerable refugee groups;

· Evaluate the impact of the training sessions on inclusive programming;

· Conduct adaptive management design sessions with team staff to design program adaptions for ongoing program design;

· Provide regular reports to the organization’s Program Manager;

· Act as the organization’s point person and ambassador in Uganda;

· Support and develop other initiatives in the region as needed.

Skills and experience we’re seeking

· Experience in teaching/training/mentoring/facilitating;

· Experience working in a humanitarian setting, asylum and migration in Uganda;

· A good understanding of the humanitarian principles and operations of the UNHCR in Uganda.

· Experience working in protection services in Uganda’s refugee context.

· Knowledge and understanding of issues facing the most vulnerable and socially marginalized asylum seekers and refugees including sexual and gender minorities;

· Proven ability to conduct inclusive and sensitive needs assessments;

· Proven ability to work with diverse communities;

· Dedication to inclusion of marginalized communities;

· Empathy and professionalism;

· Creativity and strong problem-solving skills;

· Ability to work independently as well as part of a team;

· Ability to work remotely;

· Excellent verbal and written English communication skills;

· Ability to connect with a wide range of stakeholders;

· Discipline, strong organizational skills and attention to detail required;

· Knowledge of French and / or Swahili a plus.
