Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

 

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of IT Operations Associate (Digital Assistance Services), SC6 Kampala. The selected candidate will be employed on a short-term contract of six (6) months.

ORGANIZATIONAL CONTEXT

The job found is found in the Uganda Country Offices (CO) reporting to the Business Transformation Officer (Digital Solutions). WFP Uganda Internal Audit (AR-20-06) recommended adoption of a central, comprehensive IT system that would allow it to digitally – and in an automatized manner – capture, process and analyse its beneficiary information and information associated with the assistance/transfer each individual/ household receives across all programmes, specifically in relation WFP Uganda’s refugee response operations.  To manage the setup and implementation of the IT system, additional human resource under the TEC unit was recommended by the CBT Working Group.

 

JOB PURPOSE

The role will be responsible for the daily coordination of the technical implementation and operations of the Digital Assistance Services (DAS) in accordance with the technical guidelines and involvement of all relevant stakeholders at the Country Office and Area Offices.

KEY ACCOUNTABILITIES

  1. Map the existing data infrastructures, data sources, data flows, and preparing raw data from these multiple sources for analysis and Business Intelligence dashboard.
  2. Coordinate  the technical implementation and operations of all DAS in the area office, ensuring involvement of all relevant stakeholders as required.
  3. Engage with CO colleagues to support in identifying requirements and the operational design, budgeting, planning and deployment of technology solutions and systems to support DAS in their AOs, particularly with respect to cash-based transfers.
  4. Capture, document and analyze (i.e., through diagrams, flowcharts, data models, user experience designs, storyboards) AO business requirements for DAS and either identifying workable existing solutions or escalating to CO and following up for potential consideration.
  5. Test and analyze digital solutions and document the match against business requirements for quality and accuracy.
  6. Support appropriate IT assessments to assist informed DAS-related operational decision making.Identifying learning needs and supporting capacity building initiatives for DAS and new related functionalities, aimed at building solid digital assistance expertise amongst colleagues and partners for the use of WFP’s DAS.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Computer Science, Information Technology, Software Engineering, Information Systems or related fields
Experience:

  • At least 3 years’ experience in data analysis, data product/solution development, technology-focused teams.
  • Experience with data visualization tools such as Tableau, PowerBI, or HTML5.
  • Experience working with teams and team processes

Language: Fluency (level C) in the English language.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge and Skills:

  • Database design and management using leading DB tools (Oracle, MS SQL Server, PostgreSQL, etc.), front-end analytics tools (SAP BI, Tableau, etc.).
  • Strong writing skills and ability to deliver presentations to multiple stakeholder groups in clear and concise business language. Showcase strong problem solving, analytical, and client-facing skills.
  • Familiarity with WFP’s SCOPE platform or CBT implementation would be desirable.
