1.Senior Monitoring, Evaluation & Learning Officer – PEARL Program
Kampala, UGA
The Senior MEL Officer will contribute to the quality assurance of programme implementation and ensure that the programme is meeting its deliverables, as well as developing tools and reports to demonstrate the impact and results of programme implementation. S/he will develop and maintain data management systems. The Senior MEL Officer is also responsible for supporting Mercy Corps staff to regularly collect (assessments, evaluation and research), enter, verify, analyze data and work with the MEL team to make timely adjustments to measure the impact of Mercy Corps’ programs and to ensure M&E data is accurately incorporated into all organizational reports, information products, and that feeds into programming.
2.Program Officer – PEARL Program

The Program Officer will play a key role in supporting the effective implementation of the PEARL Program at the community level. This position requires close engagement with stakeholders and target communities to ensure inclusive participation and successful delivery of programme activities. The Program Officer will conduct regular field visits, in coordination with the Program Manager, to promote understanding and consistent application of PEARL approaches and methodologies. A core component of this role involves strengthening the capacity of local partners by supporting the development of tailored institutional development plans and providing ongoing technical guidance.
3.Governance Technical Advisor
The Governance Technical Advisor will provide strategic leadership and technical direction for the PEARL programme in Kampala and two districts in the Rwenzori region. As a core member of the programme’s technical leadership team, the Advisor will guide the design and implementation of governance-focused activities that advance prevention and countering of violent extremism (PCVE) through institutional strengthening. The role will involve close collaboration with the donor, government counterparts, and partners to promote evidence-based, locally driven approaches to PCVE. The Advisor may supervise technical staff contributing to the programme’s governance objectives.
4.Program Manager – PEARL Program

The Programme Manager will oversee the comprehensive implementation of the PEARL project, ensuring alignment with project objectives and the achievement of set targets. This role entails overall project management, including the adoption of best practices, coordination of all implementing partners, and close collaboration with Government Ministries, Departments, and Agencies (MDAs). Handle all correspondence with stakeholders and partners, ensuring the project complies with donor rules and regulations. Managing the successful execution of all project activities according to the project plan, ensuring timeliness, quality, and adherence to the allocated budget.
