The Government of the Republic of Uganda has received financing from the World Bank towards the cost of the Uganda Secondary Education Expansion Project (USEEP), and intends to apply part of the proceeds for recruitment of individual consultants to constitute the Uganda Secondary Education Expansion Project Coordination Unit. (USEEP-PCU).

The Project Development Objective (PDO) is to enhance access to lower secondary education by focusing on underserved populations in targeted areas. This PDO will be achieved through a set of activities that are grouped into four components:

Component 1: Expansion of Lower Secondary Education,

Component 2: Hosting Community and Refugee Education Support,

Component 3: Improving Teachers Support and Strategy Development Nationally and

Component 4: Project Management, Monitoring and Evaluation. The consulting services (“the Services”) include execution of tasks linked to specific positions detailed below under the project, for an initial period of two years, renewable subject to satisfactory performance.

The Ministry of Education and Sports now invites eligible Individual Consultants to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as required in the TORs. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
