Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise and part of the German Development Cooperation. The GIZ ‘Sanitation for Millions’ (S4M) global programme supports the Ministry of Water and Environment, Kampala Capital City Authority (KCCA), Urban Councils in Sub-Lango Region and other key actors in the water and sanitation sector in their efforts towards an improved and more equitable access to sustainable sanitation in urban areas. S4M promotes urban sanitation in partnership with KCCA, the Ministry of Water and Environment (MWE), utility organisations, civil society as well as other key partners in the sector. Sanitation for Millions (S4M) is a global programme that currently operates in Uganda, Jordan and Pakistan and has recently expanded to other 12 countries in Latin America region as it continues to grow. The country activities in Uganda the Sanitation for Millions programme started in 2017 with interventions around water, sanitation and hygiene (WASH) in schools and health centers to address collective(institutional) sanitation and hygiene challenges first before moving into household sanitation and faecal sludge management. The infrastructure arm of the programme is constructing model sanitary facilities public institutions in Kampala and in small towns of northern Uganda. These construction measures are integrated with the accompanying capacity building measures for the institutions and the local authorities to improve operation & maintenance(O&M), hygiene practices and provision of an enabling environment. The programme is also supporting the sector in promotion of household sanitation financing and establishment of optimised Faecal Sludge management models for small to medium sized towns. The above project activities have been commissioned to be undertaken until May 2022.

Knowledge, Skills & Competences
  • Excellent computer skills: Microsoft Outlook, Word and Excel
  • Knowledge of databases and computer-based M&E tools and management information systems. Knowledge of EnDeV survey Tool is an added advantage
  • Familiarity with GIZ global programme operating environment is an asset
  • Self-motivated, with good judgment and initiative, and the ability to work with others
  • Excellent communication and strong interpersonal skills with ability to motivate colleagues to meet deadlines
  • Excellent written and spoken English language skills
  • Able to prioritize and achieve results through collaboration
  • Strong capacity to handle complex tasks independently.
  •  Ability to travel frequently to different regions within Uganda.
Responsibilities

A. Key Responsibilities

Junior Technical Advisor will be in charge of:

  • Development, Planning and Coordinating of the M&E system according to Sanitation for Millions’ global requirements
  • Regular reporting according to the M&E system and advising the steering decisions of Program Management based on M&E knowledge
  • Overall Quality Assurance, validation and upload of M&E data

 

B.  Specific Tasks

Junior Technical Advisor also performs the following tasks:

  • Develops and organises quality assurance and results validation measures and proposes necessary changes, improvements and initiatives
  • Ensures credible, reliable, timely, and cost-effective monitoring of data for strategic planning and/or informing critical management decisions.
  • Cooperates with and supports the global Sanitation for Millions team (HQ, partner countries, consultants) in developing and improving M&E tools and supports the country coordinator in provision of responses to requests related to Uganda specific programme data.
  • Provides orientation to staff, on project and program design, monitoring and evaluation concepts, skills and tools.
  • Supports the DV in coordinating and implementing scheduled monitoring exercises, ensures that they are enshrined in the project life cycle routines, and that they are timely, useful, and ethical, upholding the criteria and standards.
  • Provides technical support to programme staff in incorporating appropriate M&E systems/tools into projects based on needs.
  • Ensures digitisation and upload of WASH Assessment Forms before and after project interventions
  • Prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the Country Coordinator and GIZ head office
  • Planning, coordinating and documenting programme meetings, workshops closely with TAs
  • Provision of input to facts and figures related to communication aspects of the programme

 

Other Duties/Additional Tasks

  • Carries out other tasks at the request of the superior.
Qualifications
  • Bachelor’s in Environmental Sciences, Management, Economics or related field.
Details of experience
  • At least 2 years of relevant professional working experience in WASH sector, monitoring WASH in Schools and Health Care centres.
  • Experience working in International Organizations and/or Donor Agencies.
  • Experience working with GIZ WASH sector as a technical advisor or consultant will be an added advantage.
