MAKERERE UNIVERSITY JOINT AIDS PROGRAM (MJAP)

Makerere University Joint AIDS Program (MJAP) was established in 2004 and is registered as a private-not-for profit Non-Governmental Organization (NGO) of Makerere University. MJAP’s mission is to build partnerships and strengthen health systems to optimally respond to HIV/AIDS, TB, Non-communicable diseases (NCDs) and other diseases of public health importance in Africa.

Since 2004, MJAP has championed the implementation of comprehensive HIV and TB prevention, care and treatment programs in Ugandan districts, health facilities and communities, capacity building for interprofessional HIV service delivery; and implementation research for HIV, TB/HIV, and non-communicable HIV related conditions.

Project overview:

MJAP was granted the PEPFAR funding Award for the USAID Local Partner Health Services in the East Central Uganda. MJAP will support public health facilities and their communities in the 12 districts of Bugiri, Bugweri Busia, Buyende, Iganga, Jinja, Kamuli, Kaliro, Luuka, Mayuge, Namayingo and Namutumba; to continue implementation of quality Integrated HIV/AIDS and TB services, and contribute to the attainment/sustenance of epidemic control. MJAP is now looking for competent, passionate and committed individuals to fill the following positions:

Role Title: Locum HRH Program Assistants (3).

Reports to: Administratively to Regional Program Manager and Technically to RHITES-EC HRH Advisor

Location: Cluster office

Job Summary:

To provide technical support to HRH interventions by directly contributing to increased
accessibility, availability, and acceptable high-quality health services for improved TB and HIV health outcomes. With the guidance of RHITES-EC HSS Advisory team and the LPHS-EC Regional Program Managers, you will provide HRH mentorships to site teams and improve the Integrated Human Resources Information System (iHRIS) data update, attendance and reporting, and Performance Management (PM) practices by health facility supervisors.

As a Locum HRH Program Assistant, you will also work directly with the district iHRIS focal
persons, MEL teams, the facility in-charges, and the assigned focal persons per facility to improve the HRH data quality at facility level, updating of the iHRIS and routine reporting.

Duties and Responsibilities:

1. Work with the facility leadership and cluster HIV team to promote routine
performance reviews of the LPHS-EC seconded HRH, through Performance
Management.

2. Working with district teams to provide continuous mentorship of health facility staff
in Performance management.

3. Monitor and support facility attendance to duty dashboards on a weekly basis to
improve health worker attendance to duty and well as monitor facility uploads of
electronic duty rooster into the iHRIS on a monthly basis.

4. Perform direct routine data entry into the MoH/USAID iHRIS, in consultation with the
facility leadership and the responsible focal persons.

5. Monitor the functionality of the biometric machines on a weekly basis to proactively
identify and rectify machines breakdowns in a timely manner as opposed to relying
on delayed facility leadership reports.

6. Monitor staffing changes in the districts and municipalities to inform HRH planning

7. Monitor and review support supervision action plans and report on status of progress.

Qualification and Experience

 A minimum of a degree in Human Resource Management, social sciences or equivalent.
 At least six months’ experience working in HRH interventions.
 Flexible and willing to work under pressure and tight deadlines.
 A good team player.
