OVERALL PURPOSE:

The overall purpose for a Logistics Consultant is to provide logistics and implementation support to the Medical Teams Uganda Country Office in relation to warehouse, asset, equipment & inventory, and fleet. The Logistics Consultant will support the acting Logistics Manager in the daily management of the Logistics Team until a new Logistics Manager is recruited and focus on a couple of deliverables as mentioned below.

SCOPE OF WORK:

Expectations for this short-term contract are outlined broadly in this request for proposal. This role with Medical Teams is a dynamic one and undertaken in a resource-challenged setting, thus this position requires flexibility. The broad outline of activities offered below recognizes that details may change in order to address needs identified in the field. Activities enumerated below are to be undertaken in Uganda tentatively between March 1, 2022 to April 15, 2022.

The consultant will serve in the role of Logistics Consultant for a maximum duration of up to 45 days (with expected hours per week of 40 hours or more) The consultant will be flexible, able to manage time; and, be prepared to tackle other tasks commensurate with role, and level of experience, on short notice.

CONSULTANT QUALIFICATIONS:

  • Minimum 3 years experience working with humanitarian organization logistics, aid distribution and/or health system strengthening interventions.
  • Demonstrable understanding of, and commitment to humanitarian principles, humanitarian response work, and child protection standards.
  • Experience Pharmaceutical stock management including reporting and analysis
  • Strong project management and organizational skills; results oriented and comfortable making decisions and taking appropriate risks.
  • Medical Logistics/Pharmaceutical supply chain experience
  • Experience in Fleet Management in a complex environment.
  • Knowledge of donor regulations across humanitarian supply chain functions.
  • Demonstrable understanding of, and commitment to, equal opportunities for gender and diversity.
  • Ability to prioritize tasks in a changing environment.
  • Ability to represent the organization in a professional manner to donors, volunteers, and the public.
  • Ability to work collaboratively with others.
  • Effective communication and collaboration across cultural, geographical, and structural boundaries, engaging positively and constructively with colleagues.
  • Valid Passport.
  • Willingness to travel to Uganda field offices.
  • Ability to support and follow code of conduct, program accountability, and safeguarding standards.
  • Excellent Written and Verbal Communication in English

EXPECTATION:

The goal of the Logistics Consultant is to:

Provide logistics and implementation support to the Medical Teams Uganda Country Office in relation to warehouse, asset, equipment & inventory, and fleet. The Logistics Consultant will support the acting Logistics Manager in the daily management of the Logistics Team until a new Logistics Manager is recruited, through regular and proactive engagement with the Logistics Team to ensure continued delivery of programming needs.

More specific the Logistics Consultant will focus on a couple of specific tasks and deliverables:

The Logistics Consultant will:

  1. Do an assessment and evaluation of the asset, equipment and inventory management (medicines and medical equipment excluded), looking at current practice, current policies and SOPs. Identify gaps and needs based on this assessment, provide recommendations and develop an action plan together with the logistics team to implement these. Part of these recommendations will be the finalization of the Asset and Inventory SOP, in which the consultant will play a large role: reading the draft, commenting, advising, completing missing aspects.
  2. Work together with the Procurement and Finance team on mapping importation workflows (draft product is available, needs to be finalized).
  3. Assess the level of implementation of the Fleet SOP and advice the DCD on gaps and provide recommendations for improvements.
  4. Ensures the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, and Child & Vulnerable Adult protection, and Employee Code of Conduct policies.

DELIVERABLES:

  1. Final consultancy report delivered to the Deputy Country Director, along with a debrief meeting with Medical Teams Uganda Senior Leadership Team. The report should cover detailed completion of number 1 4 under Expectation, challenges faced, recommendations on remaining gaps and capacity building needs of the Medical Teams Uganda team.
  2. A final draft for the Asset and Inventory SOP.
  3. A final draft of importation workflow.
  4. Formal debrief with DCD Operations, Logistics Director, and Logistics Process and Standards Specialist, as well as other relevant support offices.

DUTY STATION:

The work location for the consultancy will be Uganda. The consultant is expected to work from Kampala and cover any related expenses (travel, accommodation, insurance, visas, etc.) related to working in Uganda. Any internal/domestic travel within Uganda required by Medical Teams to complete activities in the consultancy, as agreed in the work plan, will be paid by Medical Teams.
