Job Purpose:

The Manager, Climate Action and Environment will ensure that URCS achieve its mandate, especially under (KFA 4) of its strategic plan “To strengthen Communities’ Resilience and Wellbeing “under key results strategy 4.1. “To strengthen institutional capacity to predict, prepare for and respond to disasters and crisis in an efficient, innovative and comprehensive disaster risk management and safe access framework’’ to establish a Climate and Environment Unit.

He/She will position URCS to deal with the challenges posed by climate and environmental change to the communities and prepare for the unpredictable through integrating climate change and environment into national society programming. The specific objectives of the position include to;

  1. Support the operationalization of the Climate Action and Environment Unit under the DRM department and will offer programmatic leadership and coordination under the four themes; Climate Sciences, Mitigation, Adaptation and Cross Cutting (Climate Change and Health, Youth and Persons with Special Needs (PSN), Policy, Training and Outreach) across all the departments.
  2. Mainstream climate change and environment into URCS core areas
  3. Build human capacity, resource base (finance, knowledge base) and partnership for climate change and environment programming
S/N Key Result Areas Principal Accountabilities
01 Strategic  planning  and Management
  1. Provide strategic leadership in the development of URCS environment and climate change strategy within the framework of the current URCS KF4 strategy.
  2. Assess the feasibility and offer leadership to URCS to develop projects and interventions for Clean Development Mechanism (CDM) and access to carbon finance to support programme implementation in target communities including but not limited to building private sector partnerships
  3. Identify, plan for and implement capacity building and knowledge generation/transfer for URCS and its partners and lead the generation, storage and access to knowledge on Climate Change and Environment  in line with the URCS Strategy;
  4. Develop and share relevant communication/materials that enable URCS be positioned as the partner of choice in the delivery of Climate Change and Environment initiatives in Uganda with partners and donors;
  5. Provide strategic leadership to branches to develop and implement effective models for community based adaptation (CbA), ecosystem based adaptation (EbA) and other bankable nature solutions. Including piloting demonstrations models for multiple-benefit community based climate change mitigation
    Oversee programme targeting URCS youth categories, including Youth links, Y-Adapt network to engage them in advocacy, campaigns and other current issues regarding climate change commitments and awareness initiatives
  6. Organizing and participating in coordination meetings with relevant stakeholder, nationally and locally to advance URCS’ visibility and contribution to the Climate Change Agenda
    Coordinating and participating in advocacy events at national and local level in close collaboration with local partners
  7. URCS representation where required, e.g. DRM Funding Steering Committee(s), Oversight Committees, DRM Technical Working Groups, etc.
  8. Participate in relevant meetings with Red Cross Movement partners, Governments, donors, NGOs and UN Agencies co-financing and implementing initiatives for disaster risk management.
02 Coordination, advocacy and representation
  1. Organizing and participating in coordination meetings with relevant stakeholder, nationally and locally to advance URCS’ visibility and contribution to the Climate Change Agenda
  2. Coordinating and participating in advocacy events at national and local level in close collaboration with local partners
  3. URCS representation where required, e.g. DRM Funding Steering Committee(s), Oversight Committees, DRM Technical Working Groups, etc.
  4. Participate in relevant meetings with Red Cross Movement partners, Governments, donors, NGOs and UN Agencies co-financing and implementing initiatives for disaster risk management.
03 Performance Management and Program Quality.
  1. Prepare periodic program performance reports in the area of Climate Action and Environment as well as relevant communication to both internal and external stakeholders of URCS in line with URCS’ reporting standards and communications policy;
  2. Lead the design and coordination of climate change and environment learning series including webinars, social media chats, lecture series and learning exchange engagements with related agencies including MoWE/CCD
  3. Develop and coordinate relationships that will identify opportunities to improve communication efforts and emergency response actions outside the National Society and vulnerable communities
  4. Conducting capacity development and offering support to project staff, volunteers and community first responders in all relevant themes of Climate Sciences, Mitigation, Adaptation and Cross Cutting (Climate Change and Health, Youth and Persons with Special Needs (PSN), Policy, Training and Outreach) across all the departments
  5. Develop progress reports periodically to line manager, in order to ensure the provision of accurate and updated information.
04 Resource Mobilization and partnerships
  1. Provide strategic leadership in coordination, donor scoping and build meaningful climate change network with government and other related agencies
  2. Actively support the directorate initiatives of resource mobilization through proposals development and any other form and drive programs development for DRM in existing and new contexts in line with the URCS Strategy;
  3. Develop fundable project proposals for operational growth of the URCS programs/projects portfolio:
05 People management
  1. Support the Director to ensure the effective appointment, training, capacity building, deployment, management support for team
  2. Supervise, motivate, appraise staff in the Unit and build the capacity of the staff in line with the URCS strategy and policies;
  3. Establishes priorities and sets management performance goals for staff.
  4. Recommends and coordinates training programs for project staff.
  5. Actively engages in management performance duties and ensures the provision of management, guidance, development, training, constructive feedback, performance evaluation and appraisal, and provision of administrative support and other management functions to staff in the areas of his/her responsibility.
  6. Ensures good order and discipline of staff under his/her overall supervision
  7. Develops initiatives to promote the welfare and well-being of the Directorate staff
06 Volunteer Management
  1. Identify exemplary performance and recommend such to Management through the Volunteer Management Officer for reward.
  2. Set the number of days’/hours volunteers are supposed to volunteer per week /month.
  3. Support OD in volunteer selection, recruitment, engagement, motivation and retention.
  4. Support programme requests to SG for extension of volunteer’s engagement in case there are still pending works after the end line of the project.
  5. Support volunteers to work in a safe, healthy and conducive environment.
  6. Support the development of volunteer’s trainings/capacity building agenda
  7. Organize quarterly project volunteer   team building sessions.
  8. Support Branches to conduct individual volunteer performance assessment
  9. Set up a selection criterion for the volunteers.
07 Budgetary controls and Asset Management   
  1. Prepare, manage and monitor all Climate Action and Environment related projects, budgets by developing monthly budget monitoring framework, including monthly Budget Variance Analysis (BVA) as well as following up to ensure that required service outputs are delivered within approved budget allocations and provide value for money
  2. Ensure Safe custody of and efficient use of the National Society’s resources & assets assigned to project staff
08 Performance Monitoring, Evaluation & Reporting (PMER)
  1. Securing efficient monitoring of quality implementation, including timely preparation and submission of project reports as well as making sure, that the allocated budget is used according to the agreements with donor and partners
  2. Ensuring an efficient, timely and well executed response to any kind of disasters within the target area
09 Integration of Prevention of Sexual Exploitation and Abuse Policy
  1. Ensuring all the staff you supervise and representatives understand and comply with all aspects of Prevention of Sexual Exploitation and Abuse Policy.
  2. Creating an organizational culture and fostering a working environment, which is free from and prevents sexual exploitation and abuse and supports the implementation of this Policy.
  3. Applying and maintaining mechanisms and managerial systems to support the implementation of this Policy including effective supervision, awareness raising, prevention, reporting, and responding.
  4. Role modelling the standards of conduct and behaviour required by this Policy and by making every reasonable effort to create and maintain an environment that assists in preventing SEA.
  5. Taking immediate and appropriate action of reporting upon receipt of any report or complaint about SEA allegations, concerns, suspicions, or retaliation related to SEA, as stated in the present policy under.
  6. Senior managers at the field level are additionally responsible to:
  7. Integrate the issue of prevention of sexual exploitation and abuse systematically into information campaigns, training and meetings with affected people with particular attention given to vulnerable groups.
  8. Report SEA incidents as per reporting mechanisms established in 8.4 of the PSEA Policy
  9. Promote engagement with local groups such as gender groups, women’s associations and those representing marginalized people such as disabled peoples’ organizations, with aim of awareness raising on zero tolerance for SEA and, where appropriate, working jointly to set gender-sensitive community-based complaint mechanisms that put the rights, capacities and needs of survivors at the center
10 Carries out any other lawful assignment allocated by the immediate Supervisor.

QUALIFICATIONS/REQUIREMENTS

Minimum qualifications, working experience and competencies:

Education Qualifications
  1. Minimum of Bachelor’s Degree in Environment, Forestry and Nature conservation, Climate Change, Development, Disaster Risk Management, or related field or any related field from an approved, recognized and reputable university.
  2. Possession of a Master’s Degree in Environment, Forestry and Nature conservation, Climate Change, Development, Disaster Risk Management, Project Planning & Management or related field from an approved, recognized and reputable university is an added advantage
  3. Trainings in; Climate Change, Green Development, Project planning and management, Emergencies and Relief operations/ Disaster Risk Reduction, Participatory approaches and methodologies, Monitoring and evaluation
Essential Experience
  1. Minimum of Five (5) years’ professional experience in implementing & managing humanitarian   programmes; climate change and sustainability; three (3) of the years with supervisory responsibilities in the mentioned fields.
  2. Robust experience in Strategy Development, Proposal Development, Budget Development, Program Implementation, Monitoring and Evaluation.
  3. Experience with large institutional donors and funding bodies at international or national humanitarian agency level is an added advantage.
