Project Overview:
URC has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.
With the RHITES-N Acholi Project (Regional Health Integration to Enhance Services in Northern Uganda – Acholi), USAID will continue its support of the Government of Uganda’s (GOU) efforts to improve access to and use of health services in the country’s post-conflict northern region. RHITES-N Acholi Project activities will build on USAID investments and national advances to increase access to and use of high-quality integrated services that accelerate the ability and capacity to respond to the specific health needs of residents in the Acholi sub-region, leveraging the URC-ASSIST project successes.
Job summary:
Effectively develop and support implementation of strategies to improve the quality of Maternal and adolescent health services at USAID RHITES-N, Acholi Activity supported sites and communities
Roles and Responsibilities:
  • Build technical competencies of facility health care providers in maternal health services including care for pregnant adolescents through trainings, onsite mentorships and peer to peer learning meetings.
  • Work closely with FP, Newborn, DREAMS and Nutrition advisors to develop technical strategies that allow continuity of care for mothers and adolescents, and ensure the USAID RHITES-N, Acholi project work plan is coherent and is implemented with measurable success.
  • Working with PMTCT Advisor, develop and implement strategies for the scaling up Group ANC for pregnant adolescent and young women
  • Develop and timely submit work plans and budgets for all assigned MC&AH activities at least quarterly
  • Working with cluster manager, MNCH/FP program officers to provide technical support to health facilities and districts in Acholi region to implement and meet set targets and improve for maternal and adolescent health cascade.
  • Apply the collaborative improvement approach through establishing Improvement collaboratives on maternal and adolescent health, and document learnings for spread.
  • Develop and sustain a pool of regional and district coaches with required technical competencies.
  • Coordinate with other stakeholders implementing MNCH services in the region to synergize interventions.
  • Ensure timely writing and submission of quality and accurate reports quarterly, biweekly and at all other requested times.
  • Review and improve technical strategies employed by the technical officers and MNCH/FP program officers supporting MNCH, FP, to ensure the USAID RNA project work plan is adhered to and implemented with measurable success.
  • In collaboration with the monitoring and evaluation team ensure that data collected is accurate, valid and captures process and outcome indicators.
  • In collaboration with knowledge management staff, lead the process of documenting best practices in form of case studies, success stories, abstracts, video clips in addition to the routine biweekly updates, quarterly and annual reports for the work done.
  • Work with Enabel and URMCHIP to ensure integration, uptake of results-based financing to improve service delivery.
  • Perform any other duties as assigned by the supervisor/Chief of Party.
Required Experience & Qualifications 
  • Desirable: Degree in Medicine or Midwifery & registered with the relevant professional Council.
  • Masters’ degree in Public Health.
  • At least 4 years’ experience in providing care and treatment to people with HIV and PMTCT.
  • A good working knowledge of the guidelines in at least 4 of the mentioned technical areas (MNCH, Youth programs, Malaria, Nutrition, PMTCT) would be an added advantage.
  • Experience in supporting teams to apply Quality Improvement approaches is an added advantage.
