MONITORING AND EVALUATION OFFICER

 Location: Kampala, Uganda

Main Duties and Responsibilities: 

  1. Lead the development and implementation of a comprehensive monitoring and evaluation strategy for the programme.
  2. Coordinate the Frontline AIDS programme activities and document results, impacts and best practices from the programme implementation and ensure exchange and dissemination of lessons learnt.
  3. Provide technical support by collating, analyzing, consolidating monitoring data, and preparing reports of the programmes’ activities and processes as required by the organisation using the monitoring tools in place; [Reporting templates, Dashboard, Strategic Plan Monitoring System (SPMS,) APMS], while ensuring compliance to reporting schedules and network standards.
  4. Prepare consolidated progress reports for programme management including identification of problems, causes of potential bottlenecks in implementation, and provide specific recommendations to ensure that the programme attains its objectives as cost-effectively and efficiently as possible.
  5. Facilitate knowledge management processes, including documentation, sharing, learning and adaptive management, thereby building the capacity of the programme staffs in M&E
  6. Support programme activities to ensure their effective design/planning, monitoring, evaluation and reporting, using the provided network standards and other recommended practices.
  7. Lead monitoring visits and consultations on the review of progress on a periodic basis and encourage stakeholders’ involvement at all stages.
  8. Collaborate with IPs and other stakeholders to develop feasible and effective discussion events where M&E data are analyzed and corrective actions can be agreed upon.
  9. Undertake validation exercises as may be required, including programme assessments, verification of progress towards targets, indicators and/or implementation of M&E recommendations
  10. Undertake and/or supervise baselines surveys to obtain data to evaluate the programme outcomes and impacts.

Qualifications, Skills and Experience: 

  1. The applicant must hold a bachelor’s degree in Monitoring and Evaluation or a related field.
  2. Advanced degree will be an added advantage.
  3. Advanced training in Monitoring and Evaluation
  4. At least five years working experience in M&E for SRHR/HIV projects/programmes and/or knowledge of global indicators on SRHR and HIV.
  5. Good understanding of Programme development steps, and especially the Programme and Project Management Standards (PPMS)
  6. Strong knowledge of M&E practices and methodologies
  7. Experience in undertaking baselines, and in planning, design and implementation of M&E systems
  8. Knowledge of programme design, and application of the logical framework, other strategic planning approaches, M&E methods and data/information analysis.
  9. High level of computer literacy (competent in MS Office), and experience with one or more types of data analysis and management software (e.g., Stata, SPSS, EMR, Power BI, DHIS2) strongly preferred.
  10. Detail-oriented with good technical report writing skills.
  11. Adaptable, flexible, impartial, patient, and able to take initiative and prioritize among competing demands and meet deadlines.
  12. Teamwork and virtual support, coaching, mentoring and capacity building/development in M&E.
  13. Excellent oral and written communications skills in English
  14. Experience of working in an international and/or multicultural environment, with NGO experience an advantage.
