Job Purpose  To develop and monitor the implementation of functional MEAL systems: to encompass all present and potential THETA Projects, measure and track project performance, manage the utilization of data and information, and integrate lessons learned, in line with THETA Mandate and Mission

 

Job roles and responsibilities, Specification and Competences for the Job:

  1. Develop, review and monitor the implementation of an annual departmental operational plan and budget and present it to the Program/ Community Health Systems Strengthening Manager and Regional Project Coordinator for approval in line with the departmental objectives. 
  2. Develop a comprehensive monitoring, reporting and evaluation strategy and framework to guide the implementation of M&E, database management, reporting and learning activities in line with the Project goals.
  3. Review M&E reports and document lessons learned, share them internally and externally as well as feeding them back into activity and program design for improvement in line with the THETA strategic objectives
  4. Develop and implement a robust quality assurance system to assess the quality, logic coherence and clarity of M&E systems, reporting processes and learning outputs and outcomes in line with planned objectives
  5. Create and implement a checklist to guide Program Teams in designing systematic and realistic performance monitoring plans that capture quantitative and qualitative data to report on project performance indicators in accordance with THETA Objectives.
  6. Develop, coordinate and monitor the implementation of baseline surveys, follow-on monitoring and evaluation exercises for THETA’s projects.
  7. Appraise staff performance, develop learning programs and train, coach and mentor staff in areas where there is observed under performance to enable them achieve set targets 
  8. Build capacity of partners and staff on data management, data analysis and results-oriented, monitoring and evaluation and report writing techniques and requirements in line with Project Objectives
  9. Develop strategies and manuals to guide the implementation of research, knowledge management, communication, policy and advocacy, and grievance and complaints functions in line with THETA objectives 
  10. Prepare technical monthly, quarterly, semi-annual, and annual reports on Project service delivery, quality and performance and disseminate findings to management and other stakeholders in line with the THETA objectives

 

Minimum Required Qualifications 

  • A Bachelor’s Degree in Statistics, Quantitative Economics, Computer Science, Business Computing and Information Technology from a recognized and reputable Institution.
  • Post graduate Qualification Diploma in Monitoring and Evaluation from a recognized and reputable institution is a must.
  • Master’s degree in Monitoring and Evaluation, Statistics, Economics or related field is an added advantage.

 

Personal Specifications 

  • Evidenced based understanding of Malaria, HIV and AIDS, TB and and Health Systems strengthening issues is desirable.
  • Familiar with health system functions in Uganda, 
  • Analytical and report writing skills, 
  • Good communication skills 
  • Positive attitude to team work
  • Knowledge of statistical analysis and data management packages of MS Access, MS Excel, SPSS, and EpiDATA. 
  • Demonstrated research experience and skills, is an added advantage
  • HIGH LEVEL OF INTEGRITY

 

Work Experience

  • A minimum of 3-5 years of similar work experience in Monitoring and Evaluation of donor funded project 
  • Candidate should be able to work independently – with minimum supervision and guidance from supervisor. 
  • Good knowledge and strong demonstrated experience in monitoring, evaluation, accountability and learning, including participatory approaches.
  • Familiarity with IT applications to support M&E and information management an added advantage.
  • Leadership and management skills
  • Prior upcountry deployment is an added advantage

 

Competences

  • Candidate should be able to work independently – with minimum supervision and guidance from supervisor
  • Excellent written and oral English communication skills are required, excellent coordination and organizational skills.
  • Presentation, facilitation and training skills.
  • Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision. 
  • Ability to work under pressure, prioritize and commitment to meet deadlines.
  • Strong understanding of statistical packages (e.g. SPSS, STATA) and familiarity with IT applications to support M & E and information management an added advantage
  • Knowledge working with the National Reporting system (DHIS2) would be an added advantage
