World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. Position:            National Evidence & Learning Manager

Report to:         Programme Quality Director

Purpose of the position:

 

To provide leadership, coordination and technical guidance to World Vision Uganda’s programmes in terms of programme/project design or planning, monitoring and evaluation. This will be in line with WV policies and standards; including maintaining a robust M&E system that generates a wealth of M&E data/information as evidence for accountability and informing decision-making for management purposes, course adjustments, and future designs for the programme.  And to provide thought leadership on the production, analysis and dissemination of evidence of impact

 

Key Outputs/Responsibilities.

 

DME Leadership

  • Provide proactive and clear functional leadership across WVU for development and full coordination of all DM&E events, business processes, practices, and learning / DME personnel.
  • Participate effectively with DM&E networks, practitioners and learning/research institutions to access, research, evaluate and promote the best available external practices and resources in DM&E.
  • Ensure programmes are designed, monitored, reported and evaluated in a timely manner
  • Enhance organizational capacity building on DME related subjects to improve project efficiency and accountability

Strategy Monitoring and Reporting

  • Establish and strengthen a robust monitoring system for the national office to increase project efficiency and accountability to internal and external partners
  • Track the national strategy using the established M&E systems that provides information on progress being made on each of the indicators in the strategy
  • Analyse and interpret the monitoring data/information summarized in a useful manner to inform management decision making at national level
  • Coordinate with the Information Management unit to store data in both hard and soft form and disseminate appropriate information among respective partners.
  • Evidence based Learning and Reflection
  • Promote evidence-based learning through undertaking assessments, baselines and evaluations including operations research and documentation
  • Analyse and provide monitoring data generated from M&E systems and used for management decision making, course adjustments and future designs through reflection and learning forums organized on a regular basis
  • Support all programs and or projects in documenting, disseminating innovations, best practices and new research findings related to DME
  • Gather relevant information regarding best practices to program design, monitoring and evaluation from within and outside the WVI partnership and shares it with field staff to facilitate organizational learning and experience sharing.
  • Take lead on disseminating evaluation findings and Document the major key lessons and findings from evaluations and operations audit and disseminate for organizational learning and decision making.

 

Networking and Collaboration

  • Engage and build relationships with key partners and government counterparts
  • Work with the Programmes Department and commodities team to ensure quality programming and adherence to minimum standards including World Vision International DM&E standards, values and principles, SPHERE and other sector standards and protocols as well as the mainstreaming of cross-cutting issues (Gender, Environment, Protection, Peace Building, Disability and Christian Commitments)

 

Assessments, Evaluations and Research

  • Lead and support high quality assessments, baselines and evaluations in line with established LEAP or donor related guidelines in order to promote evidence for informed decision making.
  • Support and strengthen adoption and utilization of simplified methodologies such as LQAS for tracking annual outcomes for all programmes/projects in the national office
  • Take lead of all research and needs assessments by monitoring the changing needs of target communities, identifying opportunities in line with WV Uganda mission & strategy
  • Monitor and follow up on utilization of recommendations from evaluation findings
  • Conduct meta evaluations of all completed program evaluations to establish key learnings and recommendations to inform future evaluations

 

Data Quality Assurance

  • Lead periodic data quality assessments to ensure validity, integrity, precision, reliability and timeliness of all performance data; identify any deficiencies and suggest corrective actions
  • Provide technical support to technical leads on integration of the strategy into ongoing or new programs/projects
  • Track timely implementation and reporting of programme and or project plans at national level and provide timely data to inform management decisions
  • Provide technical review and input to all DME deliverables at national level

 

Digitisation and Information Management Systems

  • Provide technical guidance to DME teams in line with utilization of MIS systems such as Horizon, GIS, OVC databases, WASH MIS, Automated Database etc.
  • Roll out partnership initiatives from Global Centre such as Horizon, GIS etc.
  • Provide meaningful data summaries and visualization to demonstrate impact of WV interventions
  • Support application of statistical software for results-based monitoring and evaluation such as SPSS, EPIDATA, EPIINFO, STATA, GIS, ODK etc.
  • Provide leadership on digital transformation of key business process enhancement and simplification through the application of digital systems

 

Qualifications: Education/Knowledge/Technical Skills and Experience.

  • A Master’s degree in Monitoring & Evaluation, Statistics, Demography, Biostatistics, or a related field is required
  • A minimum of 5 Years or more experience in MEAL and 3 years people / budget management experience.  Previous working experience with grants (preferably with EU, USAID, GAC, UNHCR, UNICEF)
  • Technical skills: academic and/or direct programming experience and expertise in relief and or development work from at least two of the following areas; MNCH, HIV/AIDs, nutrition, WASH and communicable diseases, Livelihoods and economic development.
  • Expertise in digital data collection, management and analysis systems
  • Proven and strong interpersonal skills such as the ability to motivate, persuade and or convince since most of the deliverables relating to this position require delivering through others even when they are not the direct report/subordinates e.g. Technical Programme Officers and Project Managers
  • Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome/ impact indicators.
  • Relevant field experience in humanitarian assistance and development, monitoring and evaluation of community-based projects especially in a refugee context.
  • Knowledge of designing and managing M&E systems at a national level for effective generation of monitoring data used in tracking programme and improved service delivery and support related to development programming
  • Experience in designing M&E methodologies and tools, indicator and logframe development.
  • Excellent command of MS Excel, and working knowledge of at least two statistical data management packages/software’s (quantitative & qualitative) e.g., SPSS, Nvivo / Nudist, EPIINFO, STATA etc.
  • Demonstrated experience in analysing, interpreting, and reporting on M&E results so that lessons can be learned and incorporated into programming is desirable
  • Being a member of the Uganda Evaluation Association or any other Evaluation Association is an added advantage
