Background

The USAID Integrated Child and Youth Development Activity (USAID ICYD Activity) aims to improve learning outcomes, advance HIV epidemic control in Uganda, and ensure that children and youth have the opportunity to lead resilient, healthy and productive lives. The USAID ICYD Activity delivers tailored technical assistance to seven local partners who deliver critical HIV/GBV/violence prevention and response services to help keep children healthy, safe, stable and learning in communities, clinics, and schools. The ICYD Activity systems strengthening components are two-fold: building the capacity of four local partners to pass NUPAS and become national OVC implementing partners and direct USG funders and build capacity of the MGLSD to operationalize and strengthening building blocks of a national HIV and VAC prevention and response case management system within the National Child Policy framework.

The Bantwana Initiative of World Education scales up proven comprehensive models of support that mitigate the risks and impacts of violence, HIV and other vulnerabilities on children, adolescents and caregivers in high HIV prevalence countries in southern and eastern Africa. Bantwana brings a significant track record of excellence and innovation in improving access to and quality of integrated OVC care and support and strengthening coordination and harmonization of care, protection and support services across the HIV continuum of response for OVC households from community to national level. Job Summary

The National Social Welfare Advisor will work closely with the WEI/Bantwana OVC Senior Technical Advisor and other technical staff to support the MGLSD to operationalize government priorities within the NCP framework. The MGLSD has laid out priorities for ICYD support in ICYD program Year 2. Together, activities aim to strengthen functionality, capacity, coordination and comprehensive service delivery within a strengthened HIV and VAC prevention and response case management and referral system that improves health, education, children protection, and economic stability outcomes for children and their families. The Advisor will support the MGSLD to operationalize and implement priorities, consolidate and share findings with multiple government stakeholders sitting on the Interministerial Steering Committee. Specific activities include ongoing dissemination of the NCP to
districts and development of multisectoral Child Welfare Committees (CWCs), supporting the operationalization and execution of the Social Welfare Roadmap with the Interministerial Committee, strengthening capacity and coordination between Uganda’s Child Helpline (UHCL), District Action Centers and the community social welfare cadres that sit at the center of a community case management and referral network, upgrading and revising the PSW training manual to strengthen GBV and HIV skills and referral pathways, and coordinating all activities within ongoing Committee work to strengthen training platforms and competency assessment frameworks towards certification in social work practice (PSWs, CDOs, Social Workers). This position will also ensure coordination between
the ICYD social welfare systems strengthening work and ICYD TA to seven local partners through zonal teams and head office technical leadership. The senior level Advisor position requires an advanced degree in Social Work, familiarity with the NCP framework, strong working relationship with the MGLSD leadership and other national child protection stakeholders (UNICEF, MUK, NASWU), strong working relationships and direct experience delivering counseling and other supports to children and families, especially children living with HIV and survivors of sexual abuse. The Advisor position will also support development and dissemination of support supervision tools and materials based on national social work SOPS and other Ministry guidelines with the ICYD technical team
