Project Overview:
URC has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.
With the RHITES-N Acholi Project (Regional Health Integration to Enhance Services in Northern Uganda – Acholi), USAID will continue its support of the Government of Uganda’s (GOU) efforts to improve access to and use of health services in the country’s post-conflict northern region. RHITES-N Acholi Project activities will build on USAID investments and national advances to increase access to and use of high-quality integrated services that accelerate the ability and capacity to respond to the specific health needs of residents in the Acholi sub-region, leveraging the URC-ASSIST project successes.
Roles and Responsibilities:
The Activity main office will be in Gulu and the Newborn Advisor is expected to spend at least 50% of their time working in the field to ensure effective planning and implementation of activities to improve the quality of Newborn Health (NH) services at RHITES-N, Acholi supported sites in collaboration with other USG implementing partners.
Key Duties and Responsibilities:
  • Build technical competencies of facility health care providers in newborn health services through trainings, onsite mentorships and peer to peer learning meetings.
  • Develop and timely submit work plans and budgets for all assigned Newborn Health activities at least quarterly
  • Design and implement technical strategies in to ensure the RHITES-N, Acholi newborn health Activities are in line with internationally and locally documented best practices and standards.
  • Ensure the timely writing and submission of quality and accurate NH reports quarterly and at all other requested times.
  • Develop and maintain a pool of regional and district coaches/mentors with required technical competencies.
  • Develop and implement a spread plan to ensure learning from demonstration collaborative (such as the WHO Quality of Care collaborative) become the standard of care at all RHITES-N, Acholi supported sites
  • Ensure that cross-cutting themes like gender, WASH, Nutrition and health workforce development are well integrated into the MNH plans
  • In collaboration with the KM staff, lead the process of documenting best practices in form of case studies, success stories, abstracts, video clips in addition to the routine weekly updates, monthly, quarterly and annual reports.
  • In collaboration with the Monitoring, Evaluation and Learning (MEL) team ensure that data collected is accurate and valid and captures process and outcome indicators.
  • Leverage efforts of other USG and Non-USG funded partners supporting maternal and newborn health to increase MNH service uptake in the region
  • Represent RHITES-N Acholi in TWG meetings and other national events for purposes of sharing learnings on maternal and newborn health.
  • Any other duties assigned by the supervisor
Required Experience and Qualification:
  • A Bachelor’s Degree in Medicine and surgery with a background in Obstetrics and gynecology and/or with wide experience in implementing maternal and newborn health services. Possession of a Master of Medicine (Obs/Gyn) or Public health is an added advantage
  • At least five years’ work experience in MNH gained through serving within a government institution or NGO with proven ability to coordinate activities of different stakeholders at district and or sub national level.
  • Possession of a valid registration certificate from the Uganda Medical and Dental Practitioners Council.
  • Excellent communication and interpersonal skills is a must.
  • Good leadership and team building skills.
  • Experience in providing clinical training to service providers and other stake holders.
