Job Overview:

To promote site HSE requirements and ensure CONTRACTOR and its Sub Contractors comply with their statutory responsibilities in the field of Environmental Protection.
To ensure all work carried out by CONTRACTOR and its Sub Contractors does not create a hazard to the health or safety of anyone who might be affected or cause undue harm to the environment.
To ensure compliance with the relevant Project HSE Policy, Procedures and Practices, especially that of Permit to Work and supporting procedures.

Successful candidates must have 10 or more years of relevant experience and recognized expertise in large international onshore/offshore oil and gas projects with at least 5 years of supervisory experience. The working environment is multicultural and demands considerable experience in the project process working with International Clients and Contractors. Strong communication skills, fluent spoken and written English.

Key Tasks and Responsibilities:

  • Be fully conversant with the Project HSE Policy, Plans and Procedures
  • Interpret the requirements of the other HSE Plans, Environmental Plans, Procedures, Work Instructions etc. for the benefit of the Construction Managers to ensure full compliance with the Company PTW system
  • Be site custodian of the Construction Permit to Work system.
  • Provide support to the HSSSE Training function regarding PTW.
  • Act as a team member of all Incident Investigation committees where required.
  • Participate in Site Audits / Inspections in conjunction with the Project Audit and Inspection Programme where required and where applicable to PTW.
  • Develop, assist and conduct on-site training for all levels of personnel ensuring a consistent approach to HSE Management and awareness, throughout all functional disciplines
  • Contribute to the Implementation of the behavioural safety and Near Miss and Safety reward and recognition programmes where they will benefit awareness
  • Conduct routine monitoring of the application of PTW among subcontractors
  • Collate all Key Performance Indicator data relating to PTW and transmit on a weekly basis to the HSSE function
  • Maintain a daily log of all Permits to Work.
  • Attend toolbox talks on a regular basis (daily at various locations) and ensure that they are being conducted in a professional and capable manner
  • To participate in daily construction meetings, SIMOPS meetings and liaise with the Site Engineering and Construction Supervision to ensure that they are kept informed of all site related training opportunities
  • Set a personal example to all personnel and actively promote safety on the project, during travel to site and during day to day activities
  • Shall actively participate in Project reviews, training and site audits carried out by Project HSE Manager or HSE Manager (Operations)
  • Promote HSE awareness to the levels necessary in order to achieve a   World Class health & safety and environmental performance at the site
  • Ensure that the National Content Plan is followed by all parties (McDermott and Subcontractors).
  • Managing the training and advancement of local employees and ensuring that knowledge of the company’s policies and procedures are included.

Essential Qualifications and Education: 

  • 5 years experience in major engineering construction projects
  • Knowledge and experience in the application of PTW within a Construction environment.
  • Associate Membership – Institution of Occupational Safety and Health (IOSH), NIOSH or equivalent,
  • NEEBOSH Certificate or BSc or equivalent
  • HNC or NVQ Level 3
  • Good  computer experience to at least Intermediate Level
  • Good Working knowledge of Microsoft packages as a minimum
  • Good English language reading, writing and speaking
  • Individual must be self motivated
  • Previous PTW Management Experience
  • Understand the importance of timely completion of task
