Job Description
Background:
The IRC is leading a multi-sector / multi-location consortium with three other partners (including international and national partners) support refugees and vulnerable host communities in West Nile and Acholi sub-region. The project is funded by BPRM and aims to empower refugees and surrounding host community members to contribute to their own recovery and resilience through improved access to protection, GBV, child protection and livelihoods services.
The Consortium Manager will be responsible for the overall coordination and management of the BPRM project and serve as the consortium focal point. The Consortium Manager will ensure quality program implementation, including providing strategic guidance to consortium staff and overseeing budget management, performance management, M&E, partnership management, and relationships with external factors including government authorities, humanitarian working groups, and project partners. S/he will be responsible for maintaining regular contact with all consortium partners and the donor.
Job Overview:
S/he will report to the Senior Field Coordinator based in West Nile and will receive technical guidance from an in-country Protection, Women’s Protection and Empowerment (WPE), Livelihood Coordinator and the IRC’s Uganda’s grants and partnership unit.
RESPONSIBILITIES:
Program Management
- Develop and lead a well-functioning consortium, built around collaborative leadership and decision making, capitalizing on the expertise and capacities of all partners
- Take the lead in project planning and coordination to ensure timely and quality implementation of all program activities
- Provide strategic guidance in unifying approaches between programs and consortium members in different sector and geographical areas
- Organize periodic meetings in order to discuss program progress; record and follow up on the execution of agreed action points
- Provide managerial direction and guidance in line with the program’s expected outcomes
- Oversee key project planning deliverables using results based management approaches and tools
- With the support of the Technical Coordinators and DDP, develop specific strategies for cross-cutting themes (capacity building, gender equality, environmental sustainability) for the program
- Maintain open and effective communication amongst the consortium and project team members
- Oversee day-to-day coordination and delivery of project activities in conjunction with staff and partners
- Oversee that program activities are conducted in a timely and professional manner in line with the program work-plan and in full coordination with national and local authorities as well as other partners.
- Coordinate with local authorities to facilitate the participation of local communities in the planning and implementation of activities and undertake periodic reviews of program activities to assess effectiveness, efficiency, achievement of results and compliance with procedures.
- Represent the consortium and the IRC to BPRM and other external stakeholders, effectively communicating challenges, successes, and contextual changes throughout the course of the project.
- Compile portions of program narrative and financial progress reports in coordination with the grants unit and finance to share with the donor.
- Ensure all partners update and share project tools (work, procurement, staffing, spending and MEAL plans) on quarterly basis.
Financial & Office Management
- In conjunction with the grants and finance team, develop and monitor the project budget and ensure regular reporting to the donor
- In conjunction with the finance team, review partners’ financial reports, BvAs, spending plans and budget revisions
Human Resources Management
- Work with the technical and field office leads to provide adequate HR oversight to the project team and consultants as maybe relevant
Other: Any other duties as assigned by the supervisor to enable and develop IRC programs
KEY WORKING RELATIONSHIPS
Position Reports to: Senior Field Coordinator
Other internal and/or external contacts: grants unit; finance, technical, M&E, HR and supply chain departments

Ensuring the non-disclosure of any information whatsoever relating to the practices and business of IRC acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty.
Qualifications
Your leadership, interpersonal and negotiation skills should be excellent, and reflect your ability to coordinate activities of the consortium partners.
- Master’s degree in development studies and a Bachelor degree in Social Sciences or its equivalent
- At least 2 years of working experience in partnership or consortium management,
- Demonstrated success as a consortium team lead in the previous experience
- Broad knowledge and experience in budget management
- Good knowledge of project management and an understanding of the humanitarian context programming is a plus. Strong collaborator and influencer with effective interpersonal and analytical skills who can work seamlessly across cultures, and organizational units.
- Able to work effectively in a highly matrixed structure, multi-task, prioritize and make decisions. Strong financial management, budgeting, and communication skills.
- Excellent training and coaching ability
- Ability and willing to accept new assignments which are not in the job description
