Job Purpose:

The role of the Programe Manager- Cash Transfer is to lead the Cash and Business initiatives unit of the National Society while ensuring that the Uganda Cash Consortium project activities achieves its intended objective by working directly in coordinating Uganda Red Cross Society in the seven (7) refugee settlements of Nakivale, Kyaka, Kyangwali, Imvepi, Rwamwanja, Rhino camp and Palabek. She/he will be responsible for coordinating with other consortium partners at Kampala level regarding multipurpose cash transfer activities as well as participate in monitoring, evaluation and reporting of the project activities. She/he will establish good working relationships with all consortium members and other   partners working in the seven refugee settlements and with the local community and government representatives at different levels. Program Manager Cash Transfer main role will also be to ensure the coordination of effective delivery of materials/inputs and ensure proper distribution and documentation of project related items in the seven settlements.

S/N Key Result Areas Principal Accountabilities
01 Strategic planning and Management.
  1. Lead the Cash Transfer Unit of the Uganda Red Cross Society ensuring multiplicity, replication and quality assurance.
  2. Coordinate and lead cash consortium related project activities of the Uganda Red Cross Society in the seven refugee settlements of Nakivale, Rwamwanja, Kyaka11, Kyangwali, Imvepi, Rhino Camp and Palabek
  3. Ensure that the program resources are implemented in a transparent and accountable manner and handed over or ended in a way that promotes local capacities and sustainable operations.
  4. Establish and maintain transparent and functional relationships with target communities, consortium partners and other actors working within the refugee settlements and the government representatives.
02 Coordination, advocacy and representation
  1. Organizing and participating in coordination meetings with relevant stakeholder, nationally and locally
  2. Coordinating and participating in advocacy events at national and local level in close collaboration with local partners
  3. URCS representation where required, e.g. DRM Funding Steering Committee(s), Oversight Committees, DRM Technical Working Groups, etc.
  4. Advocate for URCs’ Humanitarian Project with donors and humanitarian stakeholders, in cluster meetings, workshops, conferences and in other relevant fora.
  5. Participate in relevant meetings with Red Cross Movement partners, Governments, donors, NGOs and UN Agencies co-financing and implementing initiatives for disaster risk management
03 Performance Management and Program Quality
  1. Support the project team to ensure smooth implementation of Cash Transfer project activities within schedule and budgets, including keeping track of appointments, work plans, and tasks that need to be accomplished, keeping the project details into perspective and being ready to get down to a microscopic level if needed, checking final output of the project against expected results for differences in requirements or any other inconsistencies as well as follow up on implementation of all planned actions in target districts as well as those implemented at National levels.
  2. In collaboration with the PMER team, organize, guide and work alongside consortium partners and selected volunteers to facilitate quality data collection, surveys and assessments on Cash and Voucher Assistance in implementation areas.
  3. Work with consortium partners to conduct a Post Distribution Monitoring (PDM) to ensure program quality, document and disseminate key good practices.
  4. Ensure complaints and feedback regarding the Cash and Voucher Assistance and URCS at large are received, documented and acted upon on a timely manner.
  5. Conducting capacity development and offering support to project staff and volunteers in CVA
  6. Keep project management team and stakeholders informed about the progress at every project milestone
  7. Support branches and project teams to develop, maintain and improve work coordination with local key stakeholder partners (District Authorities, community, NGO, international humanitarian agencies), to ensure successful implementation of the project activities
  8. Develop progress reports periodically to line manager, in order to ensure the provision of accurate and updated information
04 Resource Mobilization and partnerships
  1. Actively support the directorate initiatives of resource mobilization through proposals development and any other form and drive programs development for CVA in existing and new contexts in line with the URCS Strategy;
  2. Develop fundable project proposals for operational growth of the URCS programs/projects portfolio
05 People management
  1. Support the Director in operationalizing the CVA Unit of the National Society
  2. Establish priorities and set management performance goals for staff.
  3. Recommend and coordinate training programs for the project staff.
  4. Actively engage in management performance duties and ensures the provision of management, guidance, development, training, constructive feedback, performance evaluation and appraisal, and provision of administrative support and other management functions to staff in the areas of his/her responsibility.
  5. Ensure good order and discipline of staff under his/her overall supervision
  6. Develop initiatives to promote the welfare and well-being of the Directorate staff
06 Volunteer Management
  1. Identify exemplary performance and recommend such to Management through the Volunteer Management Officer for reward.
  2. Set the number of days’/hours volunteers are supposed to volunteer per week /month.
  3. Support OD in volunteer selection, recruitment, engagement, motivation and retention.
  4. Set the project time frame and at what stage volunteers will be needed.
  5. Support programme requests to SG for extension of volunteer’s engagement in case there are still pending works after the end line of the project.
  6. Support volunteers to work in a safe, healthy and conducive environment.
  7. Support the development of volunteer’s trainings/capacity building agenda
  8. Organize quarterly project volunteer   team building sessions.
  9. Support Branches to conduct individual volunteer performance assessment
  10. Set up a selection criterion for the volunteers
07 Budgetary controls and Asset Management
  1. Prepare, manage and monitor all CVA Project budgets by developing monthly budget monitoring framework, including monthly Budget Variance Analysis (BVA) as well as following up to ensure that required service outputs are delivered within approved budget allocations and provide value for money
  2. Work closely with the URCS finance department, ensure that financial reporting is done in according with contractual agreement with donor, URCS ‘s internal reporting mechanism-timelines and budgets.
  3. Ensure Safe custody of and efficient use of the National Society’s resources & assets assigned to project staff
08 Performance Monitoring, Evaluation & Reporting (PMER)
  1. Securing efficient monitoring of quality implementation, including timely preparation and submission of project reports as well as making sure, that the allocated budget is used according to the agreements with donor and partners
  2. Ensuring an efficient, timely and well executed response to any kind of disasters within the target area
09 Integration of Prevention of Sexual Exploitation and Abuse Policy
  1. Ensuring all the staff you supervise and representatives understand and comply with all aspects of Prevention of Sexual Exploitation and Abuse Policy.
  2. Creating an organisational culture and fostering a working environment which is free from and prevents sexual exploitation and abuse and supports the implementation of this Policy.
  3. Applying and maintaining mechanisms and managerial systems to support the implementation of this Policy including effective supervision, awareness raising, prevention, reporting, and responding.
  4. Role modelling the standards of conduct and behaviour required by this Policy and by making every reasonable effort to create and maintain an environment that assists in preventing SEA.
  5. Taking immediate and appropriate action of reporting upon receipt of any report or complaint about SEA allegations, concerns or suspicions or retaliation related to SEA, as stated in the present policy under.
  6. Senior managers at the field level are additionally responsible to:
  7. Integrate the issue of prevention of sexual exploitation and abuse systematically into information campaigns, training and meetings with affected people with particular attention given to vulnerable groups.
  8. Report SEA incidents as per reporting mechanisms established in 8.4 of the PSEA Policy
  9. Promote engagement with local groups such as gender groups, women’s associations and those representing marginalised people such as disabled peoples’ organisations, with aim of awareness raising on zero tolerance for SEA and, where appropriate, working jointly to set gender-sensitive community-based complaint mechanisms that put the rights, capacities and needs of survivors at the center
10 Any other duties

QUALIFICATIONS/REQUIREMENTS

Minimum qualifications, working experience and competencies:

Education Qualifications
  1. Minimum of Bachelor’s Degree in Community Development, SWASA, Development Studies, Statistics, or Economics or related field from an approved, recognized and reputable university.
  2. Possession of a Master’s Degree in Public Health, Disaster Risk Management, SWASA or Development Studies or related field from an approved, recognized and reputable university is an added advantage
  3. Training and certification in Project Planning and Management and Cash and Voucher Assistance is mandatory
Essential Experience
  1. Minimum of five (5) years’ professional experience in in design and implementation of Cash and Voucher Assistance in humanitarian context; three (3) of the years with supervisory responsibilities in the mentioned fields.
  2. Robust experience in Strategy Development, Proposal Development, Budget Development, Program Implementation, Monitoring and Evaluation.
  3. Experience with large institutional donors and funding bodies at international or national humanitarian agency level is an added advantage.
  4. Experience in conducting surveys, assessments and post distribution monitoring exercises
