Brief description of WFP in Uganda

In Uganda, WFP provides monthly food (in-kind and cash) assistance to almost 1.3 million refugees across 13 rural settlements as well as other crisis-affected populations, most recently providing emergency food assistance in response to alarming levels of food and nutrition insecurity in the Karamoja region. WFP Uganda also provides agricultural and market support to smallholder farmers, buying directly from farmers for its school feeding programme where possible. The UN agency uses its supply chain network to not only transport food but also other commodities such as medical protective gear to support the government COVID-19 response. WFP Uganda is also working closely with the government to strengthen its social protection systems and make them more responsive to shocks, both critical ingredients to achieving food security.

We are seeking a qualified individual for the position of Programme Associate (Vulnerability Analysis and Mapping – VAM) ) G6 to be based in Kampala. The selected candidate will be employed on a Fixed-term contract

ORGANIZATIONAL CONTEXT

The job is found in WFP Uganda Country Office, Kampala, reporting to the Programme Policy Office (Vulnerability Analysis and Mapping (VAM).

JOB PURPOSE

The role will be responsible for performing specialized and/or standardized policy and program-related processes and activities to support the effective delivery of assistance packages.

KEY ACCOUNTABILITIES (1/2)

  

  • Manage all mobile data collection, analysis, and reporting (Mobile Vulnerability Assessment & Mapping mVAM) for refugee settlements;
  • Maintain a functional mVAM database and expand mVAM to all refugee settlements;
  • Work closely with the ICT unit to ensure the mVAM database is running on a safe, secure, and robust platform and the backup of the database is done regularly and an appropriate disaster recovery mechanism is in place;
  • Establish an effective system to follow up with mobile data service provider(s) and ensure that quality data on key food security indicators are collected;
  • Visit WFP databases on a weekly basis to ensure that the data is available; check the data for consistency and provide feedback to field offices on any issues of concern;
  • Support the implementation of the two-way communication through the Interactive Voice Response (IVR);
  • Actively participate in the planning, training, data collection, report writing and dissemination of the annual Food Security and Nutrition Assessments in Karamoja and Teso sub-regions and refugee settlements and hosting areas;

KEY ACCOUNTABILITIES (2/2)

  • Organize training, as needed, for the Country Office, field offices, and partner staff;
  • Prepare a range of reports and data analyses;
  • Build and maintain GIS databases and use GIS software to analyze the spatial and non-spatial information through the use of mapping software;
  • Produce maps showing the spatial distribution of various kinds of data, including food security classifications, beneficiary numbers, etc;
  • Provide support to specific and/or defined programmes;
  • Perform any other additional tasks assigned.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor degree in Statistics, Agricultural Economics, Social Sciences, Development Economics or any other related field, obtained from a recognized institution;

Language: Fluency in both oral and written communication in the UN language in use at the duty station (English).

OTHER SPECIFIC JOB REQUIREMENTS

  • A minimum of four (4) years of progressively responsible experience, with at least two years in Food Security analysis, monitoring, mVAM and database management related functions;
  • A strong statistical background that will facilitate the use of complex and rigorous analytical methods, including principal components analysis, different sampling strategies etc;
  • Demonstrated ability to work in a team and under minimum supervision;
  • Strong English Written and Oral Communications skills;
  • Strong compute skills and knowledge and experience in using quantitative analysis techniques including SPSS, Tableau and Stata;
  • Experience in the use of ArcGIS and use of GPS;
  • Good knowledge and skills in using MS Office applications;
