The African Palliative Care Association (APCA) is a pan-African, non-governmental, membership organisation based in Kampala, Uganda. The organisation exists to ensure that palliative and comprehensive chronic care is widely understood, integrated into all health systems across Africa, and underpinned by evidence to reduce pain and suffering associated with life-limiting and life-threatening illnesses. APCA works through a network of national, regional and international partnerships.

Knowledge, Skills & Competences
  • Proficiency in spoken and written English is a must and French is a preferred addition.
  • Good writing skills in French and English to the level of report writing.
  • Ability in working with a diverse staff team and stakeholders which is spread across borders.
  • Be knowledgeable and updated about the organisation to be able to give adequate and relevant information to French speaking countries in Africa and current and potential partners outside Africa.
  • Programme planning, designing, implementation, M&E within the health sector,
  • Computer literacy- Working knowledge of Microsoft office computer software packages

Responsibilities

The post holder will support APCA with on-going programme planning, implementation and coordination of palliative care interventions across Africa. He/ she will work under the direct supervision of the Programmes/Research Manager. The post holder can either be based at the APCA Secretariat in Kampala, Uganda or work remotely from any part of the world.

 

MAIN AREAS OF RESPONSIBILITY

Programme Development and Support

  • Prepare concept notes and contribute to proposal development when requested.
  • Support partners in developing sustainable national level palliative care programmes.
  • Provide or source for technical assistance to partners for organisational development (finance, administration), project planning, implementation, monitoring and evaluation.
  • Liaise with partners to identify needs and priorities and develop the annual scope of work.
  • Prepare accountabilities and follow up of payments for the various projects.
  • Prepare quality interim, yearly and close-out reports on time and in accordance with donor requirements.

Programme Monitoring, Evaluation, Learning and Communications

  • Develop, update and implement work plans
  • Compile monitoring and evaluation data for projects, and enter these into the indicator tracking and other monitoring and evaluation tools and generate, tracking reports
  • Lead and participate in programme learning meetings and promote the sharing of best practices.
  • Contribute regularly to the APCA communications programme, through manuscripts, webinars, articles, blogs, tweets, photos, interviews, etc.
  • Supporting APCA’s M&E system retrieving data from previous project reports.
  • Support project Evaluations and documenting the impact of APCA’s work
  • Participate in trainings aimed at building capacity
  • Support Programmes/Research Manager for project reporting – monthly, quarterly and annual.
  • Sharing information for other M&E purposes – PMP, SP, database etc.
  • Strategic Advocacy.
  • Donor liaison
Qualifications
  • Bachelor’s Degree in Social Sciences, Development Studies or any other disciplines relevant to Programme Planning, Management and Development.
  • Health worker background (Nurse, Clinical Officer, Pharmacist, etc) will be an added advantage
Details of experience
  • Four years’ work experience, with at least two years in programmes development, project planning and management in a multi lingual environment especially French and English and preferably in the health sector in Africa.
  • Working within a context of a diverse staff team in terms of professions, culture and beliefs.
  • Previous experience in palliative and comprehensive chronic care programming will be an added advantage
